The escape of the wanted Albanian police, Leonard Duka, has ended. After three years on the run, he was arrested today in Belgium, while he was wanted internationally for the murder of ex-policeman Santiago Malko in 2019.

The head of the "Duke" clan is known as a sworn opponent of Ervis Martinaj, even though they had previously been friends and partners in the gambling business, then they had fierce clashes precisely because of this activity.

After the breakup of the partnership between them, Martinaj took a hostage and abused Duke's father. After that, it was Duka's turn to take revenge on Martinaj, initially wanting to eliminate him physically, but after failing, he executed his right-hand man, Santiago Malko.

THE PLAN TO KILL ERVIS MARTINAJ AND THE "TURN" THAT TOOK THE LIFE OF SANTIAGO MALKOS

Ardjan Ahmeti, Devison Serjanit and his fiancée, the citizen with the initials N.SH.. are suspected and accused of the criminal offense of providing the conditions and material means to commit murder in collaboration to the detriment of the citizen Ervis Martinaj.

The criminal group directed by the Duka brothers, headed by Leonard Duka, had planned in 2019 a plan for the physical elimination of Ervis Martinaj and therefore needed information on all the movements of this citizen.

For this reason, they had decided to recruit different people to provide the right information about Martinaj's movements and specifically the citizen with the initials N.SH..

The latter worked in a tourist agency and had detailed information about Ervis Martinaj's movements and flights from Albania to various EU countries, and this information, together with her fiance, against a sum of 30 thousand euros conveys to citizens Leonard Duka and Fatmir Hayseni.

According to the data of the file Leonard Duka could not physically eliminate Ervis Martinaj and according to SPAK executed his right wing Santiago Malko. For this criminal event Leonard Duka, his brother Ervis Duka, Fatmir Hyseni and a number of other people are being tried before the Special Court Against Corruption and Organized Crime.

PART OF THE INVESTIGATION FILE

From the acts that occurred in the prosecutor's file, it appears that: Citizen Davison Serjani is engaged to citizen N.Sh. The latter worked in a travel agency on 'Myslym Shyri' street where she sold travel tickets, tourist packages, accommodation in hotels abroad, etc. Citizen Davison Serjani has a first cousin, citizen Daut Elmazi (my uncle's son).

Gjithashtu ka rezultuar se shtetasi Ardjan Ahmeti dhe shtetasi Daut Elmazi njihen dhe janë kushërinj. Po sipas akteve dhe deklarimeve, ka rezultuar që të tre të pandehurit kanë njohje me njëri-tjetrin kryesisht njohje e siguruar nëpermjet shtetasit Daut Elmazi si kontakt i përbashkët. Nga deklarimet e shtetases N.Sh., ka rezultuar që prej shtetasit Daut Elmazi, ajo dhe i fejuari i saj Dejvisoni kanè krijuar kontakte me shtetasit Leonard Duka dhe Fatmir Hyseni (njohur me pseudonimin “Doge” “apo “Dogja”.

Këta dy shtetas kanë pasur në plan eliminimin fizik të shtetasit Ervis Martinaj dhe për organizimin e vrasjes ju është dashur informacion prej të pandehurve lidhur me lëvizjet e objektivit Martinaj jashtë vendit. Në deklarime, e pandehura ka pranuar që në këmbim të informacioneve do të përfitonin shpërblim në para. Rezulton se në dy raste është dhënë informacion prej të pandehurve Serjani dhe vajza lidhur me planet e udhëtimit të objektivit Martinaj.

Nje herë informacioni i është përcjellë shtetasit Fatmir Hyseni (për një futurim të objektivit Martinaj me itinerar Prishtinë-Stamboll-Dubai) ndërsa herën tjetër informacioni i është përcjellë shtetasit Leonard Duka (për një fluturim të objektivit Martina me itimerar Athinè-Stamboll-Valencia). Sipas deklarimeve të N.Sh, shtetasi Leonard Duka i ka paguar asaj dhe Dejvison Serjanit shumën prej 30,000 (tridhjetë mijë) euro.

Lidhur me aktivitetin e shtetasit Ardjan Ahmeti, ky shtetas ka punuar pranë Drejtorisë Vendore të Policisë Durrës si dhe pranë Drejtorisë së Përgjithshme të Policisë së Shtetit, si specialist IT për periudhën 2015-2019. Ka rezultuar sipas deklarimeve të tij që Daut Elmazi e ka lidhur me shtetasin Fatmir Hyseni. Dauti i ka kërkuar Ardjanit që të prezantohet tek Fatmir Hyseni si punonjës policie dhe ti thotë që ai po siguron informacione lidhur me lëvizjet jashtë territorit te Shqipërisë të shtetasit Ervis Martinaj.

Dauti i ka premtuar edhe shpërblim në para për këtë shërbim. Në këtë kuadër, shtetasi Ardjan Ahmeti është takuar me shtetasin Fatimir Hyseni dhe i ka komunikuar sipas porosisë së Dautit. Shtetasi Fatmir Hyseni i ka oftuar para duke treguar një qese të ndodhur në makinën e tij brenda së cilës kishte kartëmonedha Euro. Sipas deklarimeve të tij, Ardjan Ahmeti nuk ka pranuar që të marrë paratë.

Nga deklarimet e shtetasit Ardjan Ahmeti rezulton se Dauti i ka thënë sa më sipër duke dashur që të “shesë” informacionin si tq besuar tek Fatmir Hyseni dhe duke e përdorur kushëririn e tij Ardjan Ahmeti si punonjës policie dhe si burim i besueshëm informacioni.

Nga takimi që ka pasur me Fatmir Hysenin, Ardjan Ahmeti ka marrë një telefon celular “Enkro”. Sipas deklarimeve, Ardjan Ahmetit i është komunikuar prej Daut Elmazit se informacionet lidhur me lëvizjet e Ervis Martinaj po siguroheshin prej N.Sh. dhe Dejvison Serjanit.

From the transcripts of telephone interceptions n. 1316 dated 15.06.2019 and n. 1319 dated 15.06.2019 also resulted in the confirmation of the declarations of citizens Dejvison Serjani, N.Sh and Ardjan Ahmeti. Meanwhile, within the framework of this proceeding, help has been requested through letter orders from the Turkish authorities to confirm flights and accommodation for citizens Ervis Martinaj, Leonard Duka, Erlis Duka, Fatmir Hyseni, Igli Memaj, Gentjan Dautaj (Zoto). From the returns-answers administered in the dossier, it appears that these citizens traveled on the same respective dates when it is assumed that the assassination that was being planned was carried out.
