"Will the ASL Old Man come? Is his mother still alive?"/ How was the meeting organized with the Turkish owners who won the competition for Llogara? I want to hold the "mustache" accountable!

In the SPAK file, related to the Llogara tunnel affair where Deputy Prime Minister Belinda Balluku is accused , messages have been revealed between her and her subordinate, the former director of the Albanian National Agency for the Protection of the Environment, Evis Berberi, in which they mock one of the Turkish businessmen, the winner of the tender, Abdulkadir Kart, owner of the "ASL" company.

In their conversations, the head of the ARRSH, Evis Berberi, asks the Minister of Infrastructure, Belinda Balluku, to set a fixed date for the meeting with the Turk  Abdulkadir Kart , whom he addresses as the "old man of ASL", to sign, adding that the latter had his mother intubated.

"Why is his mother alive?", asks the Minister of Infrastructure, Belinda Balluku, while Evis Beberi replies: "Yes, he is alive," but then informs her that "ASL's mother died, she will most likely come on Monday."

Meanwhile, Belinda Balluku sends back a message: "Let's live on our own, what can I say". While on November 5, Evis Beberi informs her  "The Turks come on Monday and leave on Tuesday and they agree with the draft contract", referring to Abdulkadir Kart and Serkan Çam, owner of the other Turkish company that won the Llogara tender, "Intekar".

The communications also mention the registration of the company "INTEKAR Simple Company - ASL" in the Central Bank.

"When are they going to make the company," Belinda Balluku sends an SMS to her subordinate.

"I'm waiting for the ASL letters and will register it. I said put it as a condition in the contract that it will be paid to the company that will be opened and registered in Albania so that it can be signed on Monday," Evis Berberi tells him.

The latter also discusses with Balluk the details regarding the place where the contracts with the Turks will be signed, the schedule, and whether he should be present himself when the minister meets with Abdulkadir Kart.

"The Turks come on Monday at 8 am and leave at 6 pm on Monday. Should we sign the contract at the ARRSH? What time would you like Old Man ASL to come and meet me?" he wrote.

Meanwhile, Balluku replies: "I left the Turks at 10 for the contract then I'll go there. Ok. Finish the contract because it's super important, let me know when the process is finished. Take 5 photos but don't publish them."

"Should I come with ASL at 2:30 p.m.?" the former head of the ARRSH asks.

"No, no, I just have to put my mustache before my responsibility," Belinda Balluku says in the conversation.

Në datën 05.11.2021, në orën 14:18, shtetasi Evis Berberi i dërgon shtetases Belinda Balluku mesazhin: “Turqit vine te henen dhe ikin te marten dhe jane dakort me draft kontraten”.

Në orën 14:29, Belinda Balluku: “Suuuuper.. Kur do ta bejne kompanine”.

Në orën 14:29-14:32, Evis Berberi: “Po pret letrat e ASL dhe do e regjisto, Rregjistroj. Po tha vendoseni si kusht ne kontrate qe do paguhen ne kompanine qe do hapet dhe rregjistrohet ne Shqiperi. Qe ta firmose te henen”.

Në orën 16:45, Belinda Balluku: “Sigurish?”.

Në lidhje me këtë komunikim nga këqyrja e bërë në faqen web të Qendres Kombëtare të Biznesit, rezulton se në datën 08.11.2021, është themeluar Operatori ekonomik “Shoqëri e Thjeshtë INTEKAR – ASL”, me nr NIPT, M173232028.

Me shkresën nr. 4061/12 prot., datë 05.11.2021, të Sekretarit të Përgjithshëm të Ministrisë së Infrastrukturës dhe Energjisë, shtetases Viola Haxhiademi, drejtuar Autoritetit Rrugor Shqiptar, është përcjellë për zbatim autorizimi i Ministrit të Infrastrukturës dhe Energjisë nr. 4061/11 prot., datë 25.10.2021.

Nga akti i ekspertimit nr. 195, datë 26.09.2024, të aparatit celular “Blackberry”, model “BBF100-6”, të sekuestruar shtetasit Evis Berberi, nga nxjerrja e të dhënava teknike kompjuterike që përmban ky aparat celular, kanë rezultuar komunikime në aplikacionin “Signal Private Messenger” ndërmjet shtetasve Belinda Balluku dhe Evis Berberi, si më poshtë:

Në datën 06.11.2021, në orën 14:18, shtetasi Evis Berberi i dërgon shtetases Belinda Balluku mesazhin: “Turqit vine te henen ne 8 te mgjs dhe ikin ne 18.00 po te henen. Kontraten te firmosim ne ARRSH? Ne cfare ore do qe te vi Plaku ASL te takoj?”.

Në datën 08.11.2021, në orën 08:44, shtetasi Evis Berberi i dërgon shtetases Belinda Balluku mesazhin: “Turqit e lashe ne 10 per kontraten pastaj shkoj atje Ok”.

Në orën 08:45, Belinda Balluku: “Po po, mbaro kontraten se eshte super e rendesishme, me lajmeroni kur te mbyllet procesi Beni 5 foto Por mos I publikoni”.

Në orën 08:45, Evis Berberi: “Ok”.

Në orën 08:46, Belinda Balluku: “Kemi”.

Në orën 08:46, Evis Berberi: “?”.

At 1:35 PM, Evis Berberi: "Should I come with ASL at 2:30 PM?"

At 1:42 PM, Belinda Balluku: "No, no, I just have to put my mustache in front of the responsibility."

At 1:42 PM, Evis Berberi: "Ok."

In relation to these communications, the examination of the TIMS system shows that Turkish citizens Serkan Çam (owner of the Turkish winning company “Intekar Yapi Turizm Elektrik Insaat Sanayi Ve Ticaret Limited Sirketi”) and Abdulkadir Kart (owner of the Turkish winning company “ASL Insaat Taahhut Ve Sanayi Ticaret Limited Sirketi”) entered the territory of the Republic of Albania on 08.11.2021, at 09:19 and 09:17, respectively, and exited on the same date 08.11.2021, at 15:26 and 15:25, respectively.
