A tender denounced a few weeks ago by our editorial team has been canceled by the Centralized Purchasing Operator. It concerns a procedure to wear "firmato" uniforms for prison police officers.

The reason for the cancellation has already been the inability to make payments. But more than what is written in the documents, the fact is that this is a withdrawal of this Operator due to extremely high costs.

From VoxNews' calculations at the time, it turned out that to outfit a guard, the state would pay a full 3,900 euros. Many times more than to outfit a police officer or even other forces. It is precisely the inflated costs that led to the cancellation of the procedure.

According to documents, the Centralized Purchasing Operator has canceled a limited procedure above the high monetary limit. It is learned that a firm was required to provide prison police uniforms, where a "framework agreement" type contract was to be made.

The subject of the tender procedure was “purchase of uniforms for the Prison Police” divided into 2 lots. The first lot was for “purchase of uniforms and ranks for the Prison Police” and the second lot was “purchase of shoes for the Prison Police”.

The limit fund for uniforms and shoes was a full 1,390,769,925 lek, or about 14 million euros. A very high amount, of which 12 million would be used for uniforms and 2 million euros for shoes.

"The reasons for the cancellation are "due to unforeseeable and objective circumstances, the needs or solvency of the contracting authority or entity have changed". This is what is written in the documents, while additional information is provided according to which the tender is canceled because the Directorate of Prisons, with a letter with number 8600 prot, dated June 3, 2025, has requested "the cancellation of the procurement procedure".

Tenders for the purchase of uniforms, or those with high values, are now made by the Centralized Purchasing Operator. State bodies send requests to this operator, the values ??and prepare the documents. Then, it is the OBP that selects the winner, in order to avoid any influence on the bodies.

The scheme used in this case is also such, where the Prison Directorate sent the Operator the requests for uniforms, the number of guards, the price and other specifications. However, the price for clothing 1 guard turned out to be too high. And, perhaps this price became the reason for the cancellation.

VoxNews previously announced this tender, while at the end of March our editorial team wrote that "the cost to dress 1 guard goes up to 3900 euros." Scary figures, since this is not about branded clothing but custom-made clothing, where similar tenders have often been the subject of criminal cases.

But, as has happened with the police officer tenders, there have also been accusations in these procedures, some of which were developed by the General Directorate of Prisons," VoxNews wrote.
