The hospital waste disposal market took another turn when an oligarch, Klodjan Allajbeu of the American Hospital, entered the "market". The Berat businessman has an open case with SPAK, while Kosovo has advanced with the investigations.

And, in all this turmoil, Allajbeu has been forced into the disposal of hospital waste, a "job" with colossal profits. Since the moment he took over the "reins" of the ECO Recycling company from Arbër Teqja, he has earned almost over 90% of the funds.

It won the big tender from the QSUT, other tenders in Fier and several regional and local hospitals. It even collaborated on one occasion with the competing firm Vale for a procedure.

But how do you earn this money?

 

In these lines, VoxNews will publish the documents of a tender for the disposal of waste at the “Koço Glozheni” Maternity Hospital. A normal tender procedure, but officials have awarded the victory despite the fact that ECO of Allajbe had the highest bid!

The score entered brought him victory, as the mathematical operation 1+1 in this case came out to be 3!

According to documents available to VoxNews, on May 27, 2025, the ECO company was announced the winner of a tender. The tender is for the "service of eliminating hazardous hospital waste at the Obstetric Gynecological University Hospital 'Koço Gliozheni', Tirana, with a limit fund of 31,689,705 lek, excluding VAT", with a term of 36 months from the signing of the framework agreement.

The criteria for selecting the winner were also set out in the tender. "The most economically advantageous offer, based on cost" was the criterion.

The lowest bid was from “MEDI-TEL” with a value of 23,790,000 lek. This company received only 210 points from the tender “teachers”.

Meanwhile, Klodjan Allajbeu's "ECO RICIKLIM" offered 28,470,000 lek excluding VAT, significantly higher than the first offer. But, the "teacher" gave him a full 264.30 points in the exam. If we make a comparison, ECO's offer was about 50 thousand euros higher and despite this, it was also declared the winner!

A scheme commonly used in other waste tenders, which Klodjan Allajbeu has already begun to win en masse.

A few days ago, VoxNews published the documents of a tender announced by Senaorium for the disposal of hospital waste. Surprisingly, the winner was the joint venture of economic operators “VALE RECYCLING” with an address in Fushë Kuqe, Kurbin, and “ECO RICIKLIM” with an address in the Metalurgji area of ??Elbasan, with a value of 115 million lek, or about 1.2 million euros.

These two firms have been "enemies" of each other, but now they cooperate in this market, where ECO is leaving a few crumbs to other firms.

VoxNews has also published an investigation into how businessman Klodjan Allajbeu, who has files with law enforcement agencies in Albania and Kosovo, purchased Arbër Teqja's shares in Eco Rciklim for 60 thousand euros and after the transaction won the 1.7 million euro tender from QSUT.
