
The new director of Radio Television Albania, Eni Vasili, has given a strong "slap" to the former director-in-command Aurora Polo. The latter led RTSH in a transitional period, after the resignation of Alfred Peza. However, her leadership was followed by successive scandals, from the attempt to seize the Steering Council, her candidacy for director in violation or even for making dubious tenders.
One of the procedures consistently denounced by VoxNews was the 9.1 million euro tender opened shortly before Aurora Polo's departure. She attempted to complete it quickly, setting quick deadlines before the new director of RTSH was announced.
It seems that the plan has failed, both from the denunciations of our editorial staff and from the indications that may have reached the interested firms. The suspicions were that Polo would give this tender to a favorite firm, a last "slap" before leaving.
According to documents available to VoxNews, RTSH has published a cancellation notice on May 12, 2025. It concerns the open tender above the high monetary limit with the object of "maintenance service for the DVB-T2 distribution network for 48 months".
The limit fund for this procedure was 907,816,536 lekë or 9,156,914 euros excluding VAT. A considerable amount, given that the funds for RTSH are large, despite the fact that there have been discussions and debates about the efficiency of Albanian Radio Television itself.
“The reasons for the cancellation are that no suitable bid was submitted in single-stage procedures,” the documents state. Additional information is provided, citing that “the contracting authority or entity cancels the procurement procedure in cases where: b) in single-stage procedures no suitable bid was submitted, the Procurement Unit proposes to cancel this procedure according to the provisions, since no economically viable bid was submitted.”
VoxNews has been following this suspicious procedure closely, as it appears to have been Aurora Polo's last affair on the verge of leaving. She ordered the rapid execution of a high-value tender, even with a 4-year term.
"All actions are being done under the rug, where an attempt is being made to procure a large amount of value, just to 'please' her clients or favorite firms. But what makes this procedure even more suspicious is that everything is being done without the Board of Directors, on the personal initiative of the director, on the verge of leaving. The procedures for electing the new director seem to be prolonged, because in recent days all members of the board were dismissed. The Assembly must elect the new members, take up their positions and then elect Alfred Peza's successor," our editorial team would denounce.
At that time, VoxNews browsed RTSH documents from previous years, which showed that maintenance costs for this network were foreseen based on the SLA contract for the maintenance of the digitalization network.
"The estimated value includes the service for the period January-December 2024. This payment is based on the contract for the maintenance service of the DVBT2 distribution network, concluded between the General Directorate of RTSH and the company 'Rohde & Schwarz, for a period of 4 years from March 1, 2021, in the amount of 8,795,962 euros, with an annual value of 2.1 million euros, monthly in the amount of 183,250 euros," the documents stated.
The clans of the RTSH management seem to serve the budget more than the content. None of the recent directors have cared about the television program, their content, but about how to spend that money. According to documents, the annual budget of Radio Television Shqiptar is a full 28 million euros. A frightening figure for a television, but the inflated costs of tenders, hiring people and other expenses have brought this budget.
