
Two "enemy" firms have joined forces to win the next tender for the disposal of hospital waste. In the past, Eco Recycling and Vale Recycling, which have a similar purpose, dueled and accused each other of favoritism in procedures for local, regional or university hospitals.
Now, a few weeks after businessman Klodjan Allajbeu bought the ECO company "with paper" for 60 thousand euros, things have changed. He won the lucrative waste disposal tender at the QSUT alone, while collaborating with the VALE company owned by Shkëlqim Miri in the 1.2 million euro tender for the Sanatorium.
It seems that the market for the disposal of this waste has taken a different turn, after the several-year "war" between Arbër Teqja and Shkëlqim Miri. Teqja is the son of the deputy director of the QSUT, while he owned the ECO company, before selling it to Allajbeu. He made accusations, even in documents, against the other company VALE, so much so that the owner of the latter, Shkëlqim Miri, was arrested and proceedings were initiated for abuse of documents that were included in tenders.
According to documents available to VoxNews, the "Shefqet Ndroqi" Hospital, as the Sanatorium is also known, has announced the winner of the tender for the disposal of hospital waste, on May 2, 2025.
Surprisingly, the winner was the merger of economic operators "VALE RECYCLING" with an address in Fushe Kuqe, Kurbin, and "ECO RICIKLIM" with an address in the Metalurgji area in Elbasan. The procedure followed in this case is a service, framework agreement with a time limit of 48 months.
The object of the tender is "evasion of hazardous hospital waste, 'Shefqet Ndroqi', divided into two lots.
"By means of this announcement, we inform you that the economic operators BOE 'VALE RECYCLING' and 'ECO RICIKLIM' have participated in this procedure, with a value of 115,856,000 lek excluding VAT," the documents state. Finally, the tender was signed by the director, Prof. Dr. Silvana BALA.
But how did these firms come together? A few weeks ago, VoxNews published an investigation into how businessman Klodjan Allajbeu, who has files with law enforcement agencies in Albania and Kosovo, bought Arbër Teqja's shares in Eco Rciklim for 60 thousand euros and after the transaction won the 1.7 million euro tender from QSUT.

But when two fight, the third one comes out 'the winner', at least on paper," our editorial team would denounce, as Arbër Teqja is the son of the deputy director of the QSUT, Ms. Arjana Strakosha.
VoxNews listed the facts one by one, with a procedure dated February 2025, for the announcement of the tender, then the transfer of shares from Teqja to ANAMARK, 100% owned by Klodjan Allajbeu, the owner of the American Hospital in Albania. The sale price was only 60 thousand euros, while in the contract it was agreed that the seller, in this case Teqja, would also withdraw the dividend due from the company in the amount of 730,000 euros gross within 6 months from the date of signing the purchase contract.
"If in the tenders of University, Regional and Local hospitals there was a 'war' between ECO and VALE, this time with the entry of Allajbeu into the 'game' the 'war' disappeared as if by magic. The company 'ECO RICIKLIM' was the only one in this competition from the QSUT and won with 100% of the limit fund. It took every penny allocated by the QSUT, while also erasing other companies from the market," wrote VoxNews.

A few months ago, VoxNews denounced a fierce "war" between two firms, ECO Riciklim and VALE Recycling, owned by Arbër Teqja and Elvis Miri. The accusations against each other revealed several suspected corruption schemes with hospital waste tenders.
Our editorial team researched dozens of documents, from the Public Prosecutor's Office, the Public Prosecutor's Office or even from other bodies that documented several abuses. But time passed and no institution (so far) has made public any possible investigation into these abuses. Especially since the two former "enemies" have joined forces and operate as a single body.
But, if there is no criminal offense, why don't other authorities act? Is this dirty business of disposing of hospital waste so profitable?! And most importantly, does it really dispose of this waste?!
