Vox News warned: "Gaffe in documents", the auction of the Library of the former German Villas is canceled! Will it be held at the Lake Hills?!

Another procedure of the Albanian Investment Corporation has been canceled, due to errors in documents that led to the lack of interest of private firms. In the documents researched by Vox News, it turned out that the construction of the National Library had inaccuracies in the maps and accompanying documents, where once it appeared on the Lake and once on the former German villas, near the Elbasan Road.

It seems that, after numerous denunciations and highly debated projects, the Corporation has decided to withdraw at least a few weeks before the elections, to hide its hand and then republish them. But the errors, whether intentional or unintentional, have brought confusion to everyone, where there are suspicions that the change of maps was made with the intention of alienating state properties.

Of course, the greatest value of land or buildings is higher at the Artificial Lake where private firms also have an interest. The state takes a percentage of the construction, while private companies use it for residential units, services or even a hotel. But, who benefits from these mistakes?!

Of course, with the cancellation of the former German villas project, the way is opened for construction in the Lake area. There are suspicions that the mistakes were made intentionally, while the auction that will be held again may now be formal.

In the cancellation notice, the Corporation writes that the name of the investment project is the development and management of state properties, where the sub-project is “New National Library Building”. The title of the contract is the multi-functional development on “Gramoz Pashko” street, Tirana, the former “German villas”.

"This notice communicates to you the Corporation's decision to cancel the competitive procedure launched on March 13, 2025 for the selection of a Private Partner for the implementation of the contract 'multifunctional development on 'Gramoz Pashko' street, Tirana (former German villas)', as part of the investment sub-project 'New National Library Building'. The reason for the cancellation is: the insufficient number of applications submitted for phase I of the competitive procedure within the deadline for submission of applications specified in the Qualification Document," the documents state.

In early April 2025, VoxNews denounced the actions of the Albanian Investment Corporation, an institution that arose from nothing to occupy public properties and transform them into hotels, restaurants, bars, or private apartments.

Meanwhile, in the recently published project by the Corporation, it appears that the Library will be built on the former territory of the Republic Guard, near the Lake Dam. Now, a blunder, intentionally or unintentionally?! And who cares about this mistake made by the Corporation, which gives several different places. Of course, the greatest value of the property is on the Artificial Lake Hills and not on the former German villas. This value may be the reason why it was changed, intentionally or unintentionally!" , our editorial staff denounced.

Vox News has researched the Corporation's own documents for this project. The "qualification document" shows a map that the National Library will be built on the former German villas, and the document even provides coordinates. These coordinates show that the Library will have a competition area of ??5,219 m2. "The maximum construction area on land within the competition area shall be 60,000 m2," the document states.

But another paragraph, “denies” the map and everything. The Corporation writes that the site of the competition for the multi-functional development is located in the area of ??the former “German villas”, on “Gramoz Pashko” street. After this perversion, the Corporation has also published the Library project. And find out where it will be built; on the Hills of the Artificial Lake, a multi-storey building, which will also have bars and restaurants inside! Again, it will be built with the plan of cooperation with the private sector, while from the model it seems that it will occupy a lot of the Lake’s territory.
