
Secret and closed tenders continue for medicine, even though the Covid 19 pandemic has been officially over for some time. At that time, the Ministry of Health, University, Regional or Local Hospitals carried out hundreds of secret procedures, only with negotiation for various materials or services.
But, even today, when everything has passed, state institutions continue to allocate millions of euros with highly questionable procedures. Such is the case of the National Agency for Public Procurement, an institution that procures tens of millions of euros per month, with several of the institutions' computer systems.
This money is thrown "down the drain", where it is justified that systems are being created and maintained, but the actual state of medicine leaves much to be desired, especially in Oncology and other wards. Even in Pediatrics, where there is a constant lack of medicines for seriously ill children.
According to documents analyzed by VoxNews, the National Agency for the Information Society (AKSHI) has conducted another closed procedure, with negotiation without advertising.
Or rather, it was negotiated with the firm about how much money it wants for maintenance. The object of the tender is “the maintenance of the Public Health information system for the
'Mother Teresa' University Hospital Center,” these documents state.
The total final value of the contract is 194,400,000 lekë with VAT, or about 2 million euros. This money will be given to the company ONI SHPK, with an address in the “Vasil Shanto” neighborhood in the city of Shkodra. The company is owned by Fatjon and Reshat Koçkiçi.
It is learned that the money was given to this company in advance, while the contract was signed on March 20, 2025. It is learned that there are suspicions that this entire amount is an additional fund for this project, while no information is provided as to why this large amount was given in a closed procedure.
There are two possibilities, either the fund and specifications of the previous tender were made incorrectly, or this money is being given to the firm as a "reward". In both cases, hospital officials or even the National Agency for Health Insurance are responsible, but time has shown that they are always "amnestied" by law enforcement institutions, so much so that they take the courage and continue to make secret contracts and contract addenda.
