
The Albanian Road Authority is shocked after its head, Gentian Gjyli, visited SPAK for the second time a few days ago. His absence from the Prosecutor's Office, or from any penal execution institution, for who knows how long, has made him reflect.
He initially canceled the 5.1 million euro tender for the reconstruction of the road in Llogara, citing "errors in the documents".
At the same time, Gjyli has also canceled the tender for the installation of charging stations on toll roads. A very suspicious procedure, since if they are made with a fee, the tax has been collected by private companies. This tender was for the Llogara and Kashar-Lekaj roads. Again, the reason for the cancellation is due to "errors".
Gjyli's double decision-making is very suspicious, as they come immediately after the visits to SPAK. There are two possibilities, either Gjyli was scared by Shijak or he "repented".
Seeing and hearing in SPAK that his predecessors are under indictment and imprisoned, Gjyli may have also decided to cooperate with justice. He may have also received signals from the Special Prosecution Office about these procedures, for which he later decided to evade them.
According to documents available to VoxNews, he has canceled the tender for the "integrated platform for the management, monitoring and operation of road toll stations (TOLL)".
The value of the procedure is 120,282,150 lekë or 1.2 million euros. The reason is because "it is found that the tender documents contain significant errors or deficiencies". Again the decision was made by the "repentant" Gentian Gjyli!
What would be done with 1.2 million euros?! According to VoxNews, ARRSH planned to create a new integrated platform for connecting toll stations, including roads under current concessionaires but also future projects.
The Smart Tolling Software Platform (STSP) was to collect and analyze data on traffic volumes, vehicle classifications, vehicle speeds, and expected and collected tolls.
There are currently two existing road charging systems, the first being located on Rrugë e Kombit and the other on Thumanë-Kashar.
According to ARRSH, future systems should include the Llogora Tunnel toll system and the other road that is under construction, Kashar-Lekaj.
