The head of the Albanian Development Fund, Dritan Agolli, has a new "record", where 9 out of 10 companies competing in a tender have given identical offers. The only one that came "out of line" was disqualified. A very suspicious procedure, since all 9 were in unison.

According to documents available to VoxNews, the ADF procedure is "service of approval of works for facilities under the IVR and 100 F programs". The allocated limit fund was 13,103,185 lek. Meanwhile, 9 firms offered exactly; 11,121,152 lek.

There are two possibilities, either ADF officials have guided them or the firms have agreed with each other. But, making 9 in unison is very difficult.

The above document is the winner's announcement, published on April 11, 2025. The winner was, probably by lottery, the company "NET-GROUP". It is a service tender, while it was an open procedure.

The selection criterion was the most economically advantageous offer based on cost, while the firms were evaluated with points. The winner, “NET-GROUP”, submitted an offer of 11,121,152 lek excluding VAT with a total of 295.50 points received.

The second firm in the competition was “STATENG” & MCE & PRO GREEN with a value of 11,121,152 lekë and 294.00 points. The third in the competition was “ARENA MK” also with a value of 11,121,152 lekë.

Also, similar offers were made by “ZENIT&CO” or the firm “A & E ENGINEERING” with a value of 11,121,152 lekë. The list continues with the 6th bid in a row, “NOVATECH STUDIO” also with the same value, while the firms “ERSI/M” or “GB Civil Engineering” also offered 11,121,152 lekë.

Only the 9th ranked firm, “INFRATECH”, came out of the “row” and offered 12,986,807 lek. But it was disqualified!

"Among the participants, 'INFRATECH' has been disqualified after failing to submit several documents to the system," the Albanian Development Fund's announcement states.

A very dubious procedure, where later the ranking of firms began only by score and not by bid. Or rather, the one that convinced the Fund's managers that it could do this job better won.
