
In the May 11, 2025 parliamentary elections in Albania, several new Socialist Party (SP) candidates stood out for the broad support they received from the electorate.
Among them, Tërmet Peçi, Sara Mila, Agron Malaj, Ceno Klosi and Arkend Balla were ranked among the most voted in their respective districts.
Peçi Earthquake – Gjirokaster District
Tërmet Peçi was a well-known figure in local politics, serving as mayor of Tepelena.
In March 2025, he resigned from this position to run as an MP in the parliamentary elections.
In the previous local elections, Peçi ranked as the most voted SP candidate at the national level, receiving 82.67% of the vote in Tepelena.
This result positioned him as one of the most powerful figures on the ground for the SP. The number of 9468 votes also makes him the most powerful in the district politically.
Sara Mila – Elbasan Region
The most voted candidate in Albania, as was never expected, is the SP's Sara Mila with 18,626 votes .
She has reacted to the media, stating that she is touched and tearful as she never imagined such great support.
Mila, a State Social Service employee and an unknown figure until the day she announced her candidacy, turned out to be the most voted candidate among the socialists on open lists across the country by Wednesday evening.
With almost double the votes of the next candidate, Mila rivals the record set in 2021 by former district head Taulant Balla.
Agron Malaj – Dibër District
Agron Malaj , former mayor of Mat, resigned from his position in March 2025 to run as a deputy in the Dibra district.
His inclusion in the SP's open list for this district indicates an ambition to move from the local to the national level.
Malaj has managed to be among the most voted in Albania in these parliamentary elections with 12,616 preferential votes .
Arkend Balla – Durres District
Arkend Balla is another new name on the SP's open list for the Durrës region.
Balla received a mandate in this legislature, following the resignation of Rrahman Rraja.
Rraja retired from politics after the violence his son and other members of his tribe used against his two cousins, Bilbil and Jashar Maja.
The violence against the two Maja cousins ??was carried out after they reported the explosions at the quarry.
But out of the 18,364 votes received in the Durrës district, Arkend Balla seems to be the most popular.
Ceno Klosi - Fier District
Ceno Klosi was one of the Socialist Party (SP) candidates in the parliamentary elections of May 11, 2025 for the Fier region.
He was included in the open list of the Socialist Party in the Fier district and received 15,208 preferential votes.
At the time of his candidacy, Klosi held the position of Deputy Minister of Infrastructure and was considered one of Balluk's close associates.
Klos's inclusion in the closed SP list was criticized by the opposition and other political figures.
The head of the DP parliamentary group, Gazment Bardhi, accused Klos of involvement in vote buying and described him as Balluk's "right wing".
The benefits and challenges with SPAK
Despite their electoral success, some of these candidates have faced criticism and problems with the judiciary:
Agron Malaj – There is a complaint to SPAK from Edmond Miza, a resident of the village of Madhesh in the Municipality of Mati. He claims that the mayor of Mati has favored his brother for the construction of a hydroelectric power plant, abusing his position and favoring his family members against the law. Edmond Miza claims that his and several other residents' signatures were forged.
Agron Malaj has also been mentioned for conflict of interest tenders in his brother Fatos Malaj's company, while he is suspected of involvement in the scheme of the company "5D Konstruksion" in the Municipality of Tirana.
Sara Mila – According to the opposition leader, Sali Berisha, Mila's electoral success stems from the support given to her by Suel Çela, an organized crime leader in Elbasan, wanted for a long list of criminal offenses.
"Suel Çela is day and night implementing Edi Rama's order to elect a Mile, Mile, Sara Mile as MP," Berisha warned, changing a vowel in the candidate's surname.
Ceno Klosi - His candidacy was accompanied by controversy, as he was under investigation by SPAK for four criminal offenses: passive corruption, abuse of office, forgery of documents and fraud .
These charges were filed following a criminal complaint filed by the Democratic Party parliamentary group.
Arkend Balla - His name is supported by a powerful organized crime group based in Durrës and with strong ties to the Elbasan group, which supports Sara Milen.
This is also evident from the number of votes, which is almost the same between Miles and Balla.
Tërmet Peçi – During the campaign, DP leader Sali Berisha made strong accusations against the former mayor of Tepelena, Tërmet Peçi. According to Berisha, Tërmet Peçi gave 60 million euros to his directors, such as 5D of Tirana.
We recall that from the May 11 elections, the SP won 83 mandates, the PD-ASHM 50 mandates, the PSD 3 mandates emerged as the third force with 3 mandates, the Initiative Albania Becomes 1 mandate and the Opportunity 2 mandates, the Together Movement 1 mandate.
