Justice in Albania works in a strange way, where on the one hand you are arrested for abuses and on the other hand, at the same time, you win tenders from the state. A great paradox, since the Prosecutor's Office acts "on behalf of the state", while the state itself gives this person millions of lek as a "reward".

Such is the case of Elvis Miri, the owner of the company "VALE RECYCLING", which deals with the disposal of hospital waste. Last year he was arrested and spent several weeks in prison, while he transferred the company's shares to relatives. With suspicious actions, he lifted the measure of suspension of the license by court decision and, at the same time, was released from prison.

Then, after taking the "reins" of the company, he collaborated with the oligarch Klodjan Allajbeu, who is now the majority owner of Eco Recycling, to win tenders in hospitals. All actions for several weeks, while a few days ago the Tirana Prosecutor's Office officially took the defendant and sent the case to court.

Elvis Mir's metamorphosis in a short period is impressive, after a series of ups and downs. But, the strangest thing is that the Tirana Prosecutor's Office accuses him of a previous tender for the Shefqet Ndroqi Hospital, which he won with forged documents. Meanwhile, this hospital itself announced Mir and Allajbeu as the winners of the tender in 2025!

Metamorphosis is a major and visible change that someone or something undergoes. This is what happened to Elvis Miri, who a few days ago won the huge tender of 1.2 million euros from the Senatorium. On May 2, 2025, he was declared the winner, while at the end of May, the Tirana Prosecutor's Office issued a notice announcing that it had concluded the investigations into Miri and several other officials for major abuses in obtaining tenders.

But if you abused it, why are you allowed to earn public money again?!

According to documents available to VoxNews, VALE and ECO have joined forces, although some time ago these two firms were enemies and accused each other of favoritism in procedures at local, regional or university hospitals.

Everything changed when Allajbeu took over and became the main shareholder of ECO, where he bought the firm from Arbër Teqjas for 60 thousand euros and within 6 months withdrew a dividend of 730 thousand euros.

The tender won by these two companies had as its object "evasion of hazardous hospital waste, 'Shefqet Ndroqi', divided into two lots. "By means of this announcement we inform you that, in this procedure, the economic operators BOE 'VALE RECYCLING' and 'ECO RICIKLIM' have participated, with a value of 115,856,000 lek excluding VAT" the documents state. In the end, the tender was signed by the director prof. Dr. Silvana BALA.

VoxNews has reported on several investigations into this suspected criminal scheme for the disposal of hospital waste. Our editorial team has also analyzed previous procedures, where the two firms have clashed "horns", while in letters they write about favoritism for one or the other. Elvis Miri was even arrested a few months ago, where the "surprise" lasted only a few weeks, after he was released and with a court decision the suspension to participate in tenders was lifted.

Elvis Miri was arrested in June 2024 for abuse of documents while participating in hospital waste tenders. He was accused of participating in over 200 tenders for hospital waste disposal since 2016, while he was accused of deceiving the company regarding its equipment.

“He is charged with the criminal offenses of 'forgery of documents', 'waste management' and 'dangerous activities',” the police said in 2024. Several inspectors from the National Environmental Agency were also charged. “The investigation showed that he lacked the equipment to carry out such a thing,” the police would declare.

Following investigations and arrests, the Ministry of Environment and Tourism suspended the environmental permit of this entity. The firm has appealed to the Administrative Court.

of First Instance, Tirana, where, among other things, it requested the securing of the lawsuit for the suspension of the implementation of this act. This court accepted the request “suspending the implementation of the administrative act until the final resolution of the administrative case”.

Several months after the investigations and arrests, Elvis Miri was initially released by the court and then, in January 2025, returned as administrator of the company "VALE RECYCLING". The operation, according to these documents and actions, resulted in only a "bubble", as he managed to return to public tenders within a few months.

His firm competed in the Shkodra Hospital tender, coming in second in value. One of the members of the Public Procurement Commission accepted the firm's appeal, granting it the right to participate.

VoxNews also researched one of the documents that could serve law enforcement agencies in their investigations against these companies. It is the decision of the Public Procurement Commission, number 2434/8 prot, dated November 17, 2023. At that time, the company "VALE RECYCLING" complained to the Ministry of Health and Social Protection about a super tender.

It was about the procedure "service of treatment and disposal of hospital waste, to cover hospital needs for a period of 36 months". The fund was full 785,788,138 lek excluding VAT, which was expected to be made on April 14, 2023.

Meanwhile, the complaint was accepted because the Ministry “is not only not encouraging the participation of economic operators, but on the contrary is limiting it to a single entity, specifically the company predetermined by them.” In the end, the Ministry reversed itself and canceled the procedure.

But the accusations against Elvis Miri by the Tirana Prosecutor's Office at the end of May have only strengthened him. His contract with the Senatorium is 4 years old, while he is getting ready for other procedures!
