Clashes over 5 million euros at AKSHI, Gerond Meçe "at war" with Ermal Beqiri over lucrative tenders

Since the beginning of the year, there seems to be a strong rivalry (!) regarding the multi-million-dollar tenders of the National Agency for Public Procurement, where no procedure so far has followed the normal practice of a tender without first going through the Public Procurement Commission.

The same thing recently happened with two tenders with a total value of around 5 million euros (including VAT).

The first tender with a limited fund of around 2.3 million euros excluding VAT is the one with the object "Improvement and Integration of Information Management Systems for Economic Assistance, Persons with Disabilities and Social Services", organized by the National Agency for Social Assistance.

Another tender is the one with the object "Central Online Ticketing for Museums and Cultural Heritage Sites. Improvement of the electronic ticketing system and ticket sales platform" and a limit fund of about 2.2 million euros.

In total, both tenders are worth around 5 million euros including VAT.

As Skyweb.al notes, in both cases, it is the company Advanced Business Solutions-ABS, owned by Mr. Gerond Meçe, that has complained to the Public Procurement Commission, requesting the intervention of this authority.

This is not the first time that ABS has clashed with other operators in the public procurement process. Earlier, Skyweb.al reported on a similar clash between Advanced Business Solutions and Soft&Solutions regarding the tender for a 10 million euro fund limit for the establishment of a court case management system in Albania.

The Supreme Court had declared the 9.3 million euro bid of Soft & Solution of Ermal Beqiri and KREATX of Panajot Gjiknuri the winner, against the 8.3 million euro bid of ABS and Data Log.

Based on this, ABS appealed to the KPP, requesting the annulment of the decision of the KLGJ Bid Evaluation Committee and their reinstatement in the competition. ABS even requested the organization of a hearing to understand “the reasons that led to the KLGJ KVO’s decision to disqualify their bid.”

Advanced Business Solutions and Soft & Solution are the two companies that have received the vast majority of AKSHI tenders in recent years. As shown by treasury data published by OpenSpendingAlbania, ABS has received around 48 million euros in payments from the treasury over the last 5 years, while Soft & Solution comes in with around 24 million euros.
