A clash is taking place in the Public Procurement Commission between businessman Grigor Joti's InfoSoft company and the General Directorate of Taxes regarding the tender for printers and printing services at this institution.

As can be seen from the documents consulted by Skyweb.al, the InsoSoft company is requesting the division of the tender into lots and the change of some technical specifications, claiming that the General Directorate of Taxes is violating the law on public procurement.

InsoSoft claims that the General Directorate of Taxes is acting in a manner that is not based on the official tender documentation and real facts, adding that some of the criteria set out in the tender documents were formulated in an unclear manner and were given biased interpretations during the evaluation process, which has penalized them.

This is not the first time that Infosoft Systems has clashed with the General Directorate of Taxes over the tender for the supply of printers and multifunctional equipment. Conflicts between this company and the institution's leaders were also present a year ago, when the clash between Grigor Joti and former Director of Taxes Ceno Klosi took place over the same public contract.

Infosoft had then submitted a complaint to the Public Procurement Commission (PPC), denouncing irregularities in the procedure carried out by Taxes.

The tender, which had as its object the supply of printing equipment, had attracted the interest of 7 economic operators, but despite this declared competition, the contract was awarded directly to the company "Kallfa" SHPK, an entity that according to Infosoft did not meet the basic qualification criteria.

Infosoft claimed at the time that the winning bid was abnormally low, jeopardizing the realization of the contract and undermining the principles of fair competition. In response, the Tax Directorate claimed that “Kallfa” had submitted documents proving experience with similar contracts.

But after analyzing the bids and financial calculations, the PPC found that the value of 25.5 million lek excluding VAT presented by "Kallfa" was clearly below the level of financial sustainability, requiring the cancellation of the contracting authority's decision.

However, despite the finding of the violation, the KPP decided not to declare Infosoft the winner, but to return the procedure to the initial phase, forcing the institution to reopen the tender from the beginning. /skyweb.al
