The Central Election Commission has decided to provide the initiative group requesting the holding of a referendum on the repeal of Law No. 21/2024, "On some additions and amendments to the law on protected areas" with a standard form.

The group, composed of 12 civil society representatives, environmental activists, journalists and representatives of environmental organizations, will now begin the process of collecting 50,000 signatures of voters registered in the National Voter Registry.

In the request to the CEC, the initiators argue that the legal changes approved in 2024 weaken nature protection mechanisms and create opportunities for tourist construction within protected areas.

One of the points being opposed is the concept of "tourism of excellence", which the initiative group claims creates a legal basis for the construction of accommodation structures and tourist infrastructure in areas with special protection status.

According to them, the changes could lead to habitat fragmentation, damage to ecological corridors, pressure on water resources and loss of ecosystem services. The initiators also argue that the changes could conflict with Albania's international commitments and the objectives of protecting Natura 2000 network areas.

The referendum question

If the necessary signatures are obtained and the legal conditions are met, the following question will be proposed to citizens:

“Should Law No. 21/2024, 'On some additions and amendments to Law No. 81/2017, On protected areas' be repealed?”

The initiative comes after protests held in Tirana by environmental organizations and activists, who have demanded the cancellation of the legal changes.

On the other hand, the Government has defended the changes, arguing that they aim to develop elite tourism and tourist investments, without compromising nature protection.

With the CEC's decision to provide the standard form, the initiative enters a new phase: the initiative group must collect the required 50,000 signatures to continue the procedure towards the referendum.
