DEBATE / Rama "clashes" with the Russian representative in the Security Council: Zelensky cannot speak here! The Albanian Presidency is violating practices

Prime Minister Edi Rama opened today the meeting of the Security Council at the United Nations Organization, where Albania is the leader of this meeting for the first time.

Rama has introduced the guests, the leaders of 50 countries, as well as the President of Ukraine Volodomyr Zelensky, who has been invited to give a speech at today's meeting. Rama also introduced the Foreign Minister of North Macedonia, Bujar Osmani, who will speak as an OSCE representative.

But the Russian representative in the Security Council has opposed exactly the last two decisions, saying that the Albanian Presidency is violating the practice of the Security Council as it should not approve the order that gives the right to Zelensky, but also to Osman to speak at the meeting.

There was a short debate between Rama and the Russian representative, until it was decided to start the meeting.

THE DEBATE:

The Russian representative: You are in a hurry to say, pro decide. We have two questions, I wanted to ask you on what basis you will give the floor to Zelensky, and on what basis you invite the foreign minister of North Macedonia, in the capacity of the chairman of the OSCE.

Rama: The list of people who will speak has been sent to all members of the Council. I want to remind you that paragraph 38, of the presidential document, is expressed and quoted, when new members are invited and can speak before the members of the council if this is the case. I close the debate. The invitation for President Zelensky to speak is a full confirmation of paragraph 38. This will give other members the opportunity to respond to his comments.

Rama: Earlier Russia raised the same issue and took arguments about previous precedents. I want to assure our Russian colleagues that this is not a decision of the Albanian Presidency, but is in full compliance with the rules of the Council.

Rama: Sa i përket pyetjes së dytë, kam pak të vështirë të kuptoj ku është problemi, pasi OSBE luan rol të rëndësishëm, po përfaqësuesi i OSBE-së është shqiptar nga Maqedonia e Veriut, por nëse do ishit më i qartë ku është problemi do ju përgjigjem.

Përfaqësuesi rus: Pse i është dhënë përparësi presidentit të Ukrainës, këtu përshembull presidenti i Somalisë ka folur i pari. A ka precedentë të tjerë? Nëse sot ju miratoni vendimet, atëherë Presidenca Shqiptare do të përballet me një shkelje të praktikave të dukshme të Këshillit të Sigurimit. Anëtarët e KS kanë dëgjuar këto fjalë, ndërkohë që këtu ka një shkelje flagrante, pasi udhëtimi i presidentit për të ardhur në Nju Jork shihet si privilegj.

Përfaqësuesi rus: Ne nuk kundërshtojmë pjesëmarrjen e presidentit ukrainas në këtë proces, por duhet bërë sipas rregullave. Sa i përket pjesëmarrjes së kryetarit të OSBE-së, kjo nuk ka të bëjë me shtetësinë e tij, ne kundërshtuam pjesëmarrjen e tij. Sipas parimeve të miratuara nga këshilli i përhershëm i OSBE-së, çdo kryetar ka detyrë të jetë në përputhje me mandatin e tyre. Nëse kryesia shqiptare këmbëngul të lejojë zotin Osmani të flasë sot, ai mund t’i japë zë vetëm qasjes së kësaj organizate që vetëm ka përkeqësuar situatën.

Rama: Gjithë ky leksion i juaji për shkeljen e rregullave në këtë ndërtesë është impresionues. Por Zelensky do të flasë, këtu, ka një zgjidhje për këtë: Ju ndaloni luftën dhe presidenti Zelensky nuk do të mbajë fjalën.

The Russian representative: I want to draw your attention that you are leading the meeting, you are not speaking as the president of Albania.

Rama: I just answered you after you addressed me as the Albanian Prime Minister, and after you continued to say incorrect things with the procedure here. However, let's continue.

The Russian representative: Mr. President, I never directed you as the prime minister of Albania, refrain from political statements.
