President Bajram Begaj has called on the political parties in the country to cooperate in the interest of the Albanian citizens, putting an end to the conflict that has paralyzed the normal functioning of the Parliament for almost three months now.

In a speech that he had prepared to give in front of the majority and opposition MPs, but which he was forced to move to the Presidency due to the chaos in the parliament, Begaj called for a constructive debate that would lead to finding the "lost goal" of parliament.

The full speech of President Bajram Begaj:

I was prepared to address the Assembly today, in the plenary session hall, on the occasion of the start of the new parliamentary session. It is not the first time that the President addresses the Assembly with a message. For each session opening, find the President's message.

Today I chose to communicate directly with the deputies due to the circumstances that accompanied the closing of the last session.

The impossibility of holding a normal session makes me convey this message to the politicians and MPs of Albania through the media.

The opening of the new session of the Assembly was a good opportunity for the members of the Assembly to mark the beginning of a turning point in the political life of our country.

With love for Albania, with respect for the citizens who elected you, with the great responsibility that the task of representation carries, you MPs can and should find a common language and create an atmosphere where dialogue, public interest and national interest prevail.

The Assembly should be the temple of unfolding the best values ​​of our society, where the position and the opposition cooperate for the good of the country.

The Assembly is the place where the parliamentary dialogue takes place, where there is an exchange of ideas and constructive discussions between the position and the opposition.

The Assembly is the space for debates where different professionals, media, students, civil society, diaspora and representatives of different social strata and national minorities have the opportunity to be involved and be heard.

The Assembly needs the opposition, it needs its voice, its arguments, as well as the confrontation in debates with ideas and arguments.

Willful cooperation between political forces has the power to deliver solutions and release positive energy.

Democracy, inspiration for the present and hope for the future must be cultivated in the Assembly.

Democracy is a process that is brought to life by the commitment to its consolidation. Without the continuous discussion between political offers and the agreement of the parties that they serve the good of the citizens and the prosperity of the country, democracy is undermined.

There can be no freedom, progress or social justice without democracy underlying our interaction.

Klasa politike ka detyrën që të jetë në vijën e parë të mbrojtjes së parimeve demokratike. Interesat partiake nuk mund të bëhen pengesë për konsolidimin e shtetit të së drejtës, zhvillimit socialo- ekonomik të vendit dhe, për situatën ku ndodhemi, për ecurinë e procesit integrues në BE.

Jam i bindur se deputetët dhe klasa politike mund të gjejnë forca që konfliktin politik ta zëvendësojnë me bashkëpunim konstruktiv. Përçarjen ta këmbejnë me frymën e shenjtë të parlamentarizmit demokratik dhe shtetit të së drejtës, pa shuar debatin, që institucionet e shtetit të forcohen.

Në demokraci përballja e ideve brenda kornizës së respektit për tjetrin dhe vetëpërmbajtja  janë domosdoshmëri.

Prandaj debati lipset konstruktiv. Kuvendi është skena e ballafaqimit të ideve, jo arena e luftës ndaj kundërshtarit. Është dora e shtrirë ndaj kompromisit dhe dialogut.

Sesioni i kaluar i Kuvendit, fatkeqësisht, shpenzoi më shumë kohë për agjenda joparlamentare, se sa për çështje madhore për vendin. Koha e humbur në theksimin e ndasive nuk kthehet më.

Ky sesion i ri parlamentar është një mundësi e re për ju deputetë që të ri-orientoni dialogun për të mirën e përbashkët, interesin kombëtar dhe konsolidimin e pozitave të Shqipërisë në rajon, me BE-në dhe aleatin tonë stategjik SHBA.

Ndaj uroj t’i riktheheni bashkëpunimit parlamentar dhe të rigjeni qëllimin e humbur.

Të gjithë ne, shqipëtarët, i kemi sytë nga ju.

Përveç rolit të ligjbërësve, ju keni rolin e rëndësishëm të krijimit të modeleve në shoqëri.

Jam i vetëdijshëm se agjenda politike e këtij sesioni kuvendor është e mbushur me sfida. Siguria, drejtësia, arsimi, shëndetësia, rritja e mirëqenies për të gjitha shtresat e popullsisë, demografia, mjedisi, drejtësia sociale janë sfida që kërkojnë përkushtim, atdhedashuri dhe kthjelltësi.

Koha nuk pret. Pritshmëritë e qytetarëve duhet të jenë standardi që ju udhëheq në çdo hap të punës tuaj.

Qytetarët shqiptarë presin të shohin një parlament funksional, dhe jo përplasje fizike në shtëpinë e demokracisë sonë.

Qytetarët shqiptarë presin që ligjvënësit e tyre të bëjnë ligje në interes të vendit që përmirësojnë jetën e tyre dhe japin shpresë për një të ardhme më të mirë. Populli do t’i shohë politikanët duke punuar së bashku për çështje ndërpartiake si: reforma zgjedhore dhe votimi i diasporës. Për reformën në drejtësi  ende ka vend për kontribut nga ana e parlamentit.

Shpreh  gjithë mbështetjen time  për reformën në drejtësi dhe ftoj të gjithë aktorët të gjejnë forcën dhe kurajon për të kryer misionin për ta bërë Shqipërinë një shtet të së drejtës, duke luftuar pa kompromis krimin dhe korrupsionin.

Qytetarët shqiptarë presin një parlament aktiv që mban të përgjegjshëm ekzekutivin nëpërmjet kërkesës së vazhdueshme  për transparencë dhe llogaridhënie.  

Këto nuk janë kërkesa të veçanta, janë ato që qytetarët presin në demokracitë funksionale, duke mundësuar që institucionet të jenë shërbestarët e tyre.
