Accusations about 'Startup Albania' funds, Ibrahimaj mocks the public: Instead of answers, he brings out the "losers" in the interview!

The Minister of Economy and Innovation, Delina Ibrahimaj , has chosen to present the startup support scheme as a success story.

But while the ministry talks about innovation, technology and entrepreneurship, questions over how public funds have been distributed remain at the center of the debate.

Where is taxpayer money really going and how transparent has the selection process been?

In her reaction today, Ibrahimaj focused on the applicants who were not selected, asking them to try again.

The Minister spoke about 1179 applications and about entrepreneurs who, according to her, have spent " sleepless nights " working on their projects.

She acknowledged that there is disappointment among applicants and announced the opening of consultation sessions for all those who were not selected.

But this statement raises a simple question: why should the applicant wait now to sit down “face to face” with the experts to learn where they missed points?

If the process was transparent, why wasn't this transparency complete from the moment the results were announced?

Why was the detailed scoring not made available to applicants?

And why was the appeal process not accompanied, for each applicant, by a clear explanation of the criteria where the project had lost points?

"Try again" is not the answer to a lack of transparency.

"Today I want to talk about Kreshnik and all those who did not win. I want to focus on the 1179 applications, behind which there are people, there are sleepless nights, ideas developed over the years and above all the courage to start," says Ibrahimaj.

The minister also stated that 20 startups announced as winners in 2026 had applied before, arguing that they had worked with institutions, improved their projects, and then managed to win.

She announced that unselected applicants will have the opportunity to consult with experts to understand "what worked and what needs to be strengthened."

But herein lies one of the paradoxes of the process.

How can an entrepreneur improve their application if they haven't first received a complete and documented overview of how it was evaluated?

A post-result consultation can be useful. But it cannot replace the transparency that should accompany the selection process itself.

It is the repeat winners who are at the center of the question marks.

Këto të dhëna, në vetvete, nuk provojnë abuzim. Por ato janë të mjaftueshme për të kërkuar një përgjigje të qartë nga institucionet: cilat kanë qenë rezultatet e financimeve të mëparshme dhe mbi çfarë baze janë konsideruar sërish konkurruese këto projekte?

22 milionë euro të financuara dhe 6 milionë të tjera në 2027
Ibrahimaj deklaroi se që nga viti 2022 janë financuar 22 milionë euro, ndërsa në buxhetin e vitit 2027 parashikohen edhe 6 milionë euro të tjera për startup-et.

Ministrja prezantoi gjithashtu planin për krijimin e Fondit Shqiptar të Inovacionit, me synimin që startup-et jo vetëm të nisin aktivitetin, por edhe të rriten.

“Granti ishte vetëm fillimi”, tha Ibrahimaj, duke premtuar se askush që guxon të ndërtojë një biznes inovativ nuk do të mbetet vetëm.

Por sa më e madhe të jetë shuma e fondeve publike, aq më e madhe është edhe nevoja për transparencë.

Nëse në pak vite janë shpërndarë dhjetëra milionë euro, publiku duhet të ketë mundësi të shohë qartë:

Cilat kompani kanë përfituar, sa kanë përfituar, sa herë kanë përfituar, me sa pikë janë vlerësuar, cilat kanë qenë kriteret, çfarë objektivash kanë realizuar dhe cilat kanë qenë rezultatet konkrete të financimeve të mëparshme.

Publiku nuk kërkon vetëm histori suksesi

Një sipërmarrës që nuk është përzgjedhur mund të këshillohet dhe mund të aplikojë përsëri. Kjo është normale.

Por pyetja që kërkon përgjigje nuk lidhet vetëm me ata që humbën.

Ajo lidhet mbi të gjitha me ata që fituan.

Sepse kur bëhet fjalë për fonde publike, nuk mjafton të thuhet se një projekt ishte më i mirë se një tjetër. Duhet të tregohet pse ishte më i mirë.

Dhe kur një subjekt rikthehet në listën e përfituesve, pyetja është edhe më e drejtpërdrejtë: Çfarë rezultatesh ka prodhuar me financimin e mëparshëm dhe pse meriton një financim të ri?

Këtyre pyetjeve ministrja nuk iu përgjigj sot në mënyrë të detajuar.

Në vend të kësaj, publikut iu tregua historia e aplikantëve që nuk fituan dhe iu ofrua mundësia për të provuar sërish.

Por transparenca nuk duhet të nisë pasi një sipërmarrës humbet. Ajo duhet të nisë që në momentin kur paratë publike ndahen.
