In the voluminous file of the Special Prosecutor's Office for the directors and former directors of the National Agency for the Information Society, where dozens of people, state employees and owners of various companies have been indicted, there was also a tender for the maintenance of a system for the State Police. In fact, this procedure has been the "apple of contention" between businessmen Ermal Beqiri and Gerond Meçe, where the latter was allegedly taken hostage, in order to withdraw from several tenders, to make way for the other company.

The tender in question was one of the contested ones in that file, where charges were filed against several officials, while investigations continue to determine the role of each one, since Meçe also has some "spots", as he has collaborated for a long time with the former deputy director of AKSH, Daniel Shima, sharing a lot. The change in the direction of this Agency has brought about a reversal of interests, where Karçanaj's place has been taken by Igli Tafa, who also had problems during the time he headed AKSK, also a Cyber ??Security Agency, while he is now protecting several other interests.

According to documents available to Vox News, the National Agency for the Information Society has canceled the open procedure on the high monetary limit, with the object of the contract "maintenance of the FER system for the General Directorate of the State Police".

The limit fund of this procedure was 34,992,000 lekë, while the explanation for the cancellation was because the NAKSHI "finds that the tender documents contain significant errors or deficiencies." Tafa has not given many explanations as to what errors or deficiencies there are in the tender, but the fact that this procedure appears in the SPAK file speaks volumes.

Vox News reviewed the SPAK file on the abuses of the AKSHI, where it turns out that the tender in question that Igli Tafa canceled is also included in that indictment. The documents cite that “one of the procedures related to the withdrawal of complaints from the KPP, by the entity 'ABS' owned by citizen Gerond Meçe, is as follows: Procurement procedure with the object 'maintenance of the FER system for the General Directorate of the State Police'”.

"In accordance with the decision to inspect and obtain documents, through the inspection report dated 03.11.2025, several practices of public procurement procedures have been administered. These prosecutions for investigation purposes have been divided into three categories ... (ii) procurements related to the entity 'ABS' sh.pk which include withdrawals from complaints but not only ", the file states.

It is further cited that one of Gerond Meçe's most sensational withdrawals from the KPP was the tender for the maintenance of the FER system for the State Police, where there are several actions by the leaders of the National Agency for Public Security, such as the August 2024 memo for the termination of the contract, or even a report on the justification of the limit fund and the drafting of special qualification criteria for the procurement procedure.
