Tenders conducted by the central and local governments in Albania have always been problematic, with many files open in the Special Prosecution Office, with two former deputy prime ministers under indictment, with ministers, deputies or senior directors who have been arrested or are under investigation. Meanwhile, the same picture also applies to local governments, where municipalities have become notaries of public money, received from taxes or the services they provide.

A big surprise comes this time from the city of Vlora, where the municipality of this city, which has not found a compromise with the mayors, since one does not know the prime minister, the other has his mind on diplomacy, the other, without coming to that position, thinks about facade, has been found guilty of violations in a procedure conducted 3 years ago. Documents from controlling institutions, such as the Public Procurement Agency but also the Supreme State Audit, have identified a very suspicious fact; the reconstruction of a school was done without a building permit!

But if a simple citizen in that city were to build a house without a permit, what would happen to him? If a resident were to build a wall, some police or inspectorates would go directly to the scene, which would rush to take the papers to the prosecutor's office for construction without a permit. But when this fact is done by high-ranking officials of the local administration, those who favor X or Y firm in tenders, speeding up procedures, what happens to them?

After a period of reflection, during which the institutions drafted documents, the Public Procurement Agency, more precisely the Legal and Professionalism Directorate, decided on July 31, 2026 to exclude the firm "Asi-2A Co" from tenders.

"After verifications, the PPA has initiated administrative proceedings to exclude the economic operator 'Asi-2A Co' from the right to win public contracts, for misinformation for qualification purposes in the procurement procedure with the object of 'reconstruction of the 9-year school 'Avni Rustemi', with a limit fund of 53,389,166 lek excluding VAT, developed on 30.11.2023, by the Municipality of Vlora," the documents state.

It is further stated that the reasons for initiating the administrative proceedings were based on the final report sent by the Supreme State Audit Office, regarding the audit conducted on the contracting authority, the Municipality of Vlora. "At the end of the initiated administrative proceedings, it was concluded that we were in conditions where the Public Procurement Authority excludes an economic operator from the right to win public contracts for a period of 3 months to 3 years for misinformation and submission of documents containing false data for qualification purposes," the document continues, finally sealing the company's disqualification for 12 months from participating in public tenders.

Vox News also reviewed the report of the Supreme State Audit Office, which highlights the fact that a multitude of violations were found in that tender worth over 500 thousand euros. "From the review of the documentation part of the procurement file, it results that the Municipality of Vlora was not equipped with a 'construction/infrastructure permit' and 'technical opposition'. The implementation of the enterprise contract in the absence of a construction permit constitutes an increased risk for ensuring the sustainable development of the territory, as well as for fulfilling the conditions for carrying out the works," the documents state.

According to it, the approval of the implementation project in the absence of a technical opponent constitutes an increased risk for the performance of construction works in non-compliance with the norms and standards set out in the legal provisions regulating construction activity. “In conclusion, in relation to the actions and omissions established above, the head of the CA DL is held responsible,” the document continues. So, the SAI has found that the violator in this entire procedure is the former mayor of the municipality Dritan Leli, while if the entire file is investigated, a multitude of violations will be found.

But, even after over half a million euros were spent to rebuild the school, local media in Vlora have continued to denounce the problems, one of which was leaving the electricity cables exposed, endangering the lives of the students.

The photo clearly shows that the works were carried out in a haphazard manner, while both the institution that made the tender and the firm that won it were found to have committed violations. Whether they will be criminally investigated remains to be seen, as local justice deals with unauthorized construction by citizens and not by officials.
