The Administrator of the Centralized Purchasing Operator, Jonaid Myzyri, has found a scheme to announce the highest bids as winners in the tenders that this Operator carries out, reversing the methods famous during his time as head of the Public Procurement Commission. In fact, with very suspicious maneuvers, he manages to initially announce the lowest bid as winner, while without waiting for complaints to the Public Procurement Commission or further to the court, he manages to change the winner, thus announcing the highest bid.

With this scheme, Myzyri manages to escape accusations from the media or state institutions, as he manages to initially upload to the APP the announcement that "the winner was the lowest bid". Then, with secret maneuvers and under the rug, as only Myzyri knows, the winner is changed and surprisingly "the highest bid comes out". So, with one hand he gives the tender and with the other he takes it away, while it is not known whether the hand that takes the tender away is used for some other maneuver.

The scheme is very clear, and even deserves further investigation and verification by other law enforcement agencies, since in this way we are dealing with two major damages, on the one hand the damage to the state budget and on the other hand the damage to the company that offered less and ended up losing, when in fact it should have been the opposite. If previously the investigations into the tenders had lighter facts, now in these lines the editorial staff of Vox News will list a real dossier, where the highly questionable decisions of Myzyr or his subordinates have brought about the reversal of the result, with extremely banal and ridiculous justifications.

A few days ago, the Centralized Purchasing Operator issued a notice announcing the winner of the tender with the object of "partial construction of the geodetic reference frame, phase VI". The value of the tender was 28 million lek, while the winner was the company "Alb Matrix Group", which offered 21,980,000 lek. Significantly less than the limit fund, while in the competition were also two companies "Geokonsult" with a value of 25.8 million lek and Land & Co, with a value of about 27 million lek.

In this document, also announced in the APP, Myzyri or his subordinates qualified the first and third bids, while based on the value, the winner was the company that had offered the least, "Alb Matrix". But here begins the famous scheme of Myzyri himself, who, with maneuvers that only he knows, manages to overturn the result.

According to the document available to Vox News, the Centralized Purchasing Operator then began the "scissors" operation, accepting the entire appeal of the firm that offered the highest bid in the tender. In a scandalous decision that deserves a proper investigation, Myzyr's group at the OBP decided to disqualify the firm "Alb Matrix" on the grounds that there is no similar work, when this operator itself had accepted "similar work".

Moreover, the disqualification decision states that "the contracts submitted by the economic operator 'Alb Matrix Group' belong to the same general professional sector of geodesy, but cannot be considered as similar contracts in the specific procurement object".

Scandalous reasoning and totally worthy of a file in the prosecutor's office, since Myzyr's group in the OBP itself writes that the lack of documented experience in gravimetry and physical geodesy constitutes an objective indicator that the contracts presented do not demonstrate the realization of services with a nature, methodology and technical complexity comparable to those required by the contract subject to procurement.

We believe that even those who wrote these lines have not read them a second time, or worse yet, have understood what they have written, since they themselves mention that the firm in question has submitted contracts. It seems that Myzyri will continue the unfinished business at the Public Procurement Commission, turning the Centralized Purchasing Operator, which even Prime Minister Edi Rama himself boasts about, into a corner for himself and his "courtyard", those who have placed him in that position or those who have protected him from the Special Prosecution. But, with these actions, it seems that he will not have long.
