Vox News has researched the documents of a tender worth 700 thousand euros, which were made in a very suspicious manner, and there were even very strong indications that everything was being done to declare the winner the company "Bonus". It is about the procedure for the construction of several roads, while from the time of the announcement until the announcement of the winner, the documents were suspicious, where Suli directly intervened to win this company, which has also taken on other jobs in that area.

According to documents available to Vox News, in 2025 the Municipality of Kamza opened a tender with the object of "construction of Bathore, Valias, Laknas streets" with a value of 67,954,583 lek or about 700 thousand euros. A company was required to carry out these works for 115 days, while over 10 companies participated in the procedure and the winner was a company known to Rakip Suli, the Bonus Shpk firm, which had also done several other works in that area.

Before the winner was announced, one of the companies that wanted to participate in that procedure, Almo, objected to the KPP, as some criteria were "tailored" in such a way that only one company would win. The Commission decided to partially accept the complaint, while forcing the Municipality of Kamza to adjust the criteria. The suspicions are that Kipja and his followers did it again with the same method, so that the preferred company, Bonus, would win. The tender in question has revealed the connections between the company in question and the leaders of the Municipality of Kamza, even the mayor Rakip Suli himself, who opens the procedures and the same companies emerge as winners.

But the scandal deepens further because the same company that was declared the winner was disqualified from the tenders because it submitted false documents in this tender. In July 2026, the Public Procurement Agency issued a notice announcing measures against this company, from the right to win public contracts.

The suspicions are that Bonus misinformed in order to qualify for the procurement procedure with the object of "construction of Bathore, Valias, Laknas roads", conducted by the Municipality of Kamëz. "The administrative procedure against the economic operator 'Bonus' has been initiated based on the periodic information exchanged with the State Inspectorate of Labor and Social Services".

According to her, at the end of the administrative proceedings initiated, it was concluded that we were in the conditions of Article 78/1/a of the LPP, which provides that 'The Public Procurement Agency excludes an economic operator from the right to win public contracts for a period of 3 months to 3 years for misinformation and submission of documents containing false data for qualification purposes.' In the end, this company was disqualified from the right to win public contracts for 6 months from the entry into force of this decision.

According to documents researched by Vox News, Bonus has won a series of public tenders for construction work, mainly roads, irrigation canals and infrastructure works, most of them in the Municipality of Kamza. In 2026, it won the procedure to build the roads in Paskuqan and Bathore worth 700 thousand euros, and in 2022, it won the construction of the “Shen Gjergji” and “Ali Pashë Gucia” roads worth 60 million lekë, also in Kamza. It turns out that the company has also won other smaller projects for road systems and irrigation canals in the Municipalities of Dibër and Bulqizë.
