DPSHTRR deepens the scandal with the collapsed concrete mixer - Egyptian patents are not recognized in Albania, but how were the two Egyptians moving?!

The two Egyptian citizens, one the driver of the concrete mixer truck and the other a passenger, who lost their lives in Wednesday's accident near TEG, were not equipped with an Albanian driving license nor with a Certificate of Professional Ability for the "Automotive Driver" profile.

Following the news from VoxNews with sources from the Police, the General Directorate of Road Transport Services reacted , emphasizing that its records do not show that the two citizens are equipped with the necessary documentation for driving vehicles for special use, which also includes concrete mixer trucks.

The institution explains that Albanian legislation allows foreign citizens to circulate in the country with valid driving licenses issued by the authorities of their country, for the period provided for in the Road Code.

The DPSHTRR emphasizes, among other things, that Albania does not have a reciprocity agreement with Egypt for the recognition or conversion of driving licenses, so the claims that the two citizens were equipped with Albanian documentation are considered untrue.

But how did the two Egyptians move?!

According to the Highway Code, an Egyptian citizen can drive a vehicle as a visitor only under the conditions provided by law (usually with an international driving permit, when accepted, and for a limited period), but this does not mean that he can be employed as a professional driver with an Egyptian license.

For employment as a driver in an Albanian company, especially for heavy vehicles (categories C, CE, D, etc.), it is generally required that the driver possess a valid and recognized driving license in Albania, as well as meet the requirements for professional qualification, when they apply.

The "untouchables" of the Traffic Police

The employing company ( ALBA – BETON ) must be held responsible if it hired a driver without verifying the validity of the driver's license, work permit, necessary documents, or professional qualification.

The employer (ALBA – BETON) has the obligation to ensure that its drivers meet legal requirements.

There is still no reaction from the company (ALBA – BETON) about this tragedy, which fate would have it not turn into a massacre.

Even the Traffic Police have chosen to remain silent about this event, the latter having the duty to take the measures provided for by legislation. These measures include:

1. Verification of the validity of the patent if it is recognized in Albania.

2. Verification of identification documents, residence permit and, when necessary, work permit.

3. Prohibition of driving if it is determined that the driver does not have the legal right to drive.

4. Imposing administrative measures (fines or other measures) according to the violation found.

5. Referring the case to investigative bodies if there are suspicions of a criminal offense (e.g. use of invalid documents or allowing driving in violation of the law).

6. Also verifying the responsibility of the owner or company that made the vehicle available, if it allowed a person without a driving license to use it.

The investigation should clarify whether the Traffic Police carried out the checks required by law and whether the company respected its obligation to verify the validity of its employees' driving licenses.
