The tenders for the construction of the Tirana Ring Road put former Minister of Infrastructure and Energy, Belinda Balluku, and the two directors of the Albanian Road Authority, Evis Berberi and Gentian Gjyli, under investigation. These individuals are under official indictment by the Special Prosecution Office for favoritism and abuse of office, while it is being verified whether the charges are part of a criminal group.
Time passed and before the Great Ring Road affair was over, another affair was brewing within the Albanian Road Authority, where the current leaders are operating with the same scheme for road tenders, copying figures, disqualifying companies and even making contract additions for segments that should have been completed.
Vox News has analyzed new and old documents, issued by the ARRSH, now headed by Ami Kozeli, which shed light on how this leader signed a huge contract addition for the second phase, which should have been completed and handed over “turnkey” to the state. But, instead of taking measures and keeping the guarantee, the ARRSH leaders, and even the new Minister of Infrastructure himself, Enea Karakaçi, continue to “bless” the companies.

Since Enea Karakaçi and Ami Kozeli are the two close associates of former Deputy Prime Minister Belinda Balluku, they are acting just like the "boss", signing documents with their eyes closed, while with these actions they are at the same stage as their predecessors, saying "open the prison".
According to documents available to Vox News, the Albanian Road Authority announced on July 24, 2026 that it had modified the contract for the second phase. “The object of the procurement procedure is contract modification (additional value), 'expansion of the Tirana-Durres highway, phase II,” the document states. According to it, the allocated fund is 145,253,295 lek, or 1,549,008 euros.
If we compare the tenders for the Great Ring Road with those for the expansion of Tirana - Durrës, they are as similar as two drops of water, even with the same values ??or even phases, where the former heads of the ministry and the ARA have been taken as defendants for the Ring Road, while currently the Kozeli - Karakaçi duo are acting openly.

Vox News also reviewed documents from 2024, which show that the Albanian state has spent an amount of around 19 million euros just for the construction of the second phase of the expansion of the Tirana - Durrës highway. The documents reveal that the tender value was 1,786,939,479 lekë, and at today's euro exchange rate, the amount is 19 million.
The same documents detail that the winner was a consortium of economic operators, “ELMAZAJ KONSTRUKSION”, “NDERTIMI” and “NDREGJONI”, led by ELMAZAJ. The other companies that participated at the time were all disqualified, raising serious doubts that the entire procedure was predetermined.
But if you are going to disqualify all the companies and give this company that won by taking almost the entire limit fund a contract extension, aren't we dealing with favoritism and numerous violations? What difference does this procedure make from the Big Ring tenders where Balluku, Berberi and Gjyli are under indictment? If at that time Berberi's phone had "treasures", this time the prosecution will only trace the money because it will lead to the "source".
