The infamous fuel branding concession is back, this time with new owners!

In conditions where Albanian citizens pay among the highest fuel prices in the world, the government continues to increase the fiscal burden on this product.

Through a decision approved at the last meeting, the Council of Ministers has reinstated the infamous fuel branding concession, although this time through the public-private company ALBTrace Co and under a different name.

The decision obliges oil companies to mark every liter of oil they produce or put on the market, through a marker that is the exclusive monopoly of the company ALBTrace.co.

For this service, companies will pay a fee of 6.5 euros for every 1,000 liters of fuel traded or produced, a cost which will then be passed on to citizens in the final price of oil.

"The national marking service fee, which will be paid to the company "ALBTrace CO ", sh.a., by the obligated entities, will be in the amount of 6.5 (six point five) euros excluding VAT, for 1,000 (one thousand) liters marked," states the government decision, which was proposed by the Minister of Finance, Petrit Malaj.

A legal act that imposes a mandatory fee in foreign currency and not in lek is a folly in itself.

Even more so when this act is proposed by the Minister of Finance and approved by the Council of Ministers. But this is the least of the problems.

Marking will further increase the fiscal burden and consequently the price that Albanian citizens pay for fuel to drive profits to the private sector.

ALBTrace.co is a public-private joint venture. The state owns 51 percent of the company's shares, while 49 percent is owned by O & S SECURITY AND SOLUTIONS.

The latter is a private company from the United Arab Emirates, which is owned by the Central Bank of the Emirates and the Swiss Sicpa, the former concessionaire of fiscal stamps.

This is practically a return to the branding concession through the back door and with other actors.

Prime Minister Edi Rama has publicly stated that the marking service will be carried out with the aim of combating smuggling and evasion in the oil sector, a process that failed with the previous marking concession, which did not bring any improvement in excise collection.
