
The affair of the Floating TPPs located in the Triport area in Vlora is getting deeper, as a few days after KESH opened a super tender worth 20 million euros for their operation, here comes the next procedure, which is being done completely without competition. The Karakatinat are "eating" tens of millions of euros more, than those foreseen at the beginning of the contract, also highly debated and with a stratospheric cost for the state budget.
Vox News has analyzed the documents of the next procedure held by Viola Haxhiademi, administrator of the Albanian Power Corporation, who with just a drop of a pencil can give the Petrolifera company an amount of 5.4 million euros. This is not a new tender, but a negotiation between Viola and the managers of the private company.

According to documents available to our editorial team, KESH has formally opened a procedure for the Tigrat e Vlorës. The object is "deposit and loading - unloading of fuel for the Floating Power Plant, Vlorë". The allocated limit fund is a full 510,000,000 lekë, or if we convert it into euros, the amount goes to a full 5.4 million euros.
The same document states that the type of procedure is "with negotiation, without notice", which means that Viola Haxhiademi negotiated with private firms for this work, without conducting a formal competition, but rather a written one. The documents do not specify which firm Viola negotiated with, while all indications point to Petrolifera, which won the tender for the same object in 2023.
At that time, KESH had a different director, even the Ministry of Infrastructure and Energy, all under indictment, while the former senior directors in the same ministry have now taken important positions. They are continuing the "work" of the former, where they have a double order for the Tigers. In 2023, the value of fuel for floating TPPs was 7.2 million euros. Even at that time, the procedure was done through direct negotiation.
Currently, Petrolifera has provided the service of unloading oil from ships arriving at the Port, storing it and then loading it onto trucks, which will transport it to the two floating power plants. The oil has been and will be purchased by the Albanian Power Corporation.

A few days ago, Vox News exclusively published a procedure opened by KESH to maintain the two rusty ships. According to the documents, a hefty tender worth 20 million euros has been opened, with the object being “operation and maintenance of the Termik generating asset, Vlora”. According to the contract, the two ships are rented, with KESH paying hundreds of thousands of euros every month.
Meanwhile, not far from where those rusty shacks are housed, another TEC stands preserved, the cost of which has reached a full 130 million euros. Our state pays millions of euros for the conservation of the TEC on land and hundreds of millions more euros for the Floating TECs.
