The new head of the Centralized Purchasing Operator, Jonaid Myzyri, a name that has been frequently mentioned during his time as head of the Public Procurement Commission, is continuing the same "deeds" at the OBP, an institution directly subordinate to the Council of Ministers, created to centralize tenders and channel them to preferred firms. Myzyri's appointment to that position raised many questions, given that the official in question himself came from an experience with investigations by the Special Prosecution Office, which took him under investigation but that surprisingly the file was closed, while several other reports are still under verification.

But, during these first months, the Vox News editorial team has analyzed dozens of procedures carried out by the Operator of Concentrated Procurement, highly suspicious and with decisions that arouse many doubts, given that Myzyri himself is accustomed to behind the scenes. He even manages to change the winner in the APP, once declaring X company and later, with complaints that only he knows, declaring company Y the winner, although it offers more, causing the state a very large economic damage.

In these lines we will stop and another very suspicious procedure and that, if investigated or verified by law enforcement institutions, may even involve a criminal offense. The next tender that Myzyri has finalized in recent days was the one for the cleaning of the premises of the "Ali Mihali" Psychiatric Hospital in Vlora, where with just one stroke of the pen, he managed to get to the 5th highest bid in that competition, snobbing the 4 lowest bids, disqualifying all of them.

According to documents available to Vox News, Jonaid Myzyri has done the next "thing", as for the tender in question, he was not even impressed by the difference of 200 thousand euros from the lowest bid to the winning one. Once again, he used dubious mechanisms, disqualifying them from the competition, while the criteria set in the tender are very much in favor of the winners and not those who offer less, regardless of whether we analyze the firms, they have the same experience or staff.

The tender was quite complex, prolonged in time, while the former director Arlinda Pogaj hesitated for years to sign off on this procedure, given that the matter went to court, precisely from the firms that offered the least. There were even complaints and counter-complaints, while Myzyri was also aware of everything, since before taking this position, he was on the Public Procurement Commission and he and his subordinates judged this procedure.

However, time passed and he signed the procedure for "cleaning service of internal and external environments, for the needs of the 'Ali Mihali' Psychiatric Hospital, Vlora", with a limit fund of 135 million lek.

Vox News has reviewed the documents of this tender, which shows that the lowest bid was made by the company "Air", worth 92.9 million lek. Then, the bids followed with 101 million, "REJ" with a value of 101.9 million, "Silver" with 107 million, and so on to the 5th bid, which was also declared the winner.

The winner, according to the Centralized Procurement Operator, was the company "CLEAN FAST" with a value of 113 million lek, while if we compare it with the lowest offer in this tender, the difference goes to over 200 thousand euros. A considerable amount, as in the past we have seen from SPAK files that this difference is often used for other illegal maneuvers.

The value consists of about 20% of the tender, while in the past such an amount was used to entice officials to grant tenders or building permits, while nowadays things have evolved, as we have seen that officials no longer take envelopes in hand, but receive shares, villas, apartments, even outside Albania.
