The Chairman of the Public Procurement Commission, Ismail Shehu, made a move just 10 days after taking office, delegating powers to the secretary general, perhaps out of fear of the Special Prosecution Office, given that his predecessor in that position, Jonaid Myzyri, clashed with the investigation for some time, but so far has escaped without leaving.

Being an "appellate" institution, the PPC has taken on an important role in public tenders, changing winners and favoring certain firms, while the scheme continues despite several changes in leadership.

Before taking office by vote of Parliament, at the end of August 2026, Ismail Shehu was portrayed as a confidant of several influential majority officials, who often attempt to "capture" important institutions in order to have officials who obey them.

In these 10 days in that institution, Shehu has gone through several stages, given that the chairman of the KPP must participate in the "judgmental bodies" of endless tender appeals, while his move to transfer powers to the secretary general may also be due to some bargaining.

Often, the Public Procurement Commission itself has made zero-sum tenders for system maintenance or for a multitude of procedures, getting involved in the tender game, as some overly crooked firms have won and later the winner has changed.

According to documents available to Vox News, the Public Procurement Commission has issued an order number 469, dated August 9, 2026, with the subject of "delegation of powers" of Mayor Ismail Shehu.

The highly unusual decision for the head of a very important institution in the tender hierarchy in our country is very suspicious, since in this way Shehu himself knows how to defend himself quite well if any of the firms files a criminal report with the Special Prosecutor's Office.

The order is based on several laws or administrative codes, while also citing a Council of Ministers' Decision approving public procurement rules. Normally, the legal basis in our country is often very unclear, with one director implementing it differently and another implementing it differently.

If everyone delegates powers to subordinates, then why do we need heads?! Shehu writes in the document that "I order the delegation of powers to the head of the Contracting Authority of the Public Procurement Commission, Mr. Josi Ballauri, Secretary General, for all public procurement procedures."

It is further quoted that "these powers will be exercised from August 3, 2026 until the repeal of this order". Surprisingly, the order will be implemented by Josi Ballauri, the Secretary General, who will order himself to carry out all public procurement procedures".

At the end is the sentence "this order enters into force immediately". How urgent was Ismail Shehu's delegation of powers? What scares him, SPAK or the bargaining that took place in that institution?
