Rrok and Vera Gega with two files from SPAK, Gjyli of the ARRSH gives the tender of 2.5 million euros for the Bogës-Thethi-Razma road

The couple Rrok and Vera Gega, who own the company "Rroku Guest", have been announced the winners of a lucrative tender by the Albanian Road Authority. The institution led by Gentian Gjyli announced on April 23, 2025 the winner of the maintenance of tourist roads in the Shkodra region, roads that are more often blocked than open!

According to documents available to VoxNews, the road maintenance fund was 3.3 million euros, while the aim is for the Boga, Theth and Razma roads to be accessible at all times. However, the maintenance of these segments has been problematic in the past and the intervention of the army was required to unblock them.

In addition to this problem, what stands out in this entire procedure is the winner, the firm “Rroku Guest”, a firm with two files in the Special Prosecutor’s Office. According to information available to our editorial team, Rroku and Vera are under investigation for two cases, two tenders of the Municipality of Tropoja, which were awarded to this firm with a “friend”. In one case, it collaborated with former mayor Rexhë Byberi and the acting mayor Zyra Islamaj.

VoxNews researched the tender documents of the Albanian Road Authority, where on April 23rd it announced the BOE firms “Rroku GUEST” & “DEHA 2010” as the winners of a tender. The procedure had as its object “works contracts and maintenance of national roads (maintenance contracts), Northern Shkodra Region”.

This is Lot 2, performance maintenance of the road “Koplik - Bogë, Bogë - Theth, Dedaj - Razëm” with a total length of 67.3 km. The total value of the tender was 329 million lekë. The lowest bid was made by the joint venture of economic operators “NDERTUESI 2014” & “VARAKU E” with a value of 243 million lekë.

Meanwhile, BOE “Rroku GUEST” & “DEHA 2010” offered 247 million and surprisingly were declared winners. The ARRSH established special criteria, with points, giving more points to these firms, which defeated the competitors.

A few months ago, in March 2024, SPAK launched investigations into a tender for the reconstruction of several bridges in the Tropoja area. SPAK has registered a criminal file with No. 47, where strong suspicions have been raised that the company “Rroku Guest” has carried out fictitious works. The investigation began in February 2024, while SPAK has requested from Tropoja municipality officials all the necessary documentation related to the procedures of a public tender with the object “Construction and reconstruction of bridges in the Tropoja municipality”.

The municipality of this city has spent an amount of 145 million old lek, which were collected in the bank account of the construction company “Rroku Guest”. The payment was made by the Municipality of Tropoja on January 29, 2024, while the registration of the sales invoice was carried out on December 29, 2023. The company “Rroku Guest” is a construction company that has won dozens of public tenders in several municipalities in the northern area. The company is now managed by Verë Gega, but due to problems with the justice system after he was convicted of fraud with fictitious invoices, “Rroku Guest” was transferred by donation contract to his wife, Verë Gega.

Meanwhile, “Rroku Guest” has a second file in SPAK again, after the Special Prosecution Office has taken under investigation the acting mayor of Tropoja Municipality, Zyra Islamaj. Investigations have been launched against Ms. Islamaj, in connection with the construction of a bridge in the village of Luzhë, Tropoja. Islamaj, abusing her position, decided to exercise her position and build a personal bridge for her sister. The case was reported by Agim Demiraj, who had previously served as a Road Maintenance Technician in the Tropoja Municipality.
