
One of Tirana's most iconic buildings is set to be demolished with the drop of a pencil. As is happening with other state-owned properties, where huge towers are being built by private firms in their place. The increase in prices per square meter in the capital has increased the demand for land and, after private land ran out, the oligarchs and those who support them in government turned their eyes to state-owned properties.
With highly controversial decisions, where everything is being sold and bought, the Albanian Investment Corporation has already become the favorite of businessmen, following the Investment Development Agency, which donated hundreds of thousands of square meters on the coast. But, with SPAK on its feet, its "role" has been taken by this Corporation, which is "selling every property".
VoxNews has reported on dozens of properties that have been put up for auction, from government villas in Velipojë and Vlorë, to properties on Tirana Lake, 21 December or even the former ATSH. Now, it's the turn of the heart of Tirana, where a building that is also a cultural monument will be given to private individuals, to be transformed into a tower. But, the strange thing in this case is that the destruction of the Palace of Congresses will require many firms, from the Ministry of Culture, the Municipality of Tirana, Government Services or even a multitude of institutions.
Who signed?!
So far, no institution or state official has come to the "surface", while everyone has acted but hidden their hand. Alienating a cultural monument is a criminal offense, which requires collegial decisions and not some grocery paperwork.
But, the Corporation, without any shame or fear, suddenly issues an announcement, stating that in the upcoming and very close calls it will also demolish the Palace of Congresses. With what documents? Who gave the approval?
The announcement is dry, but very significant. In such cases, hearings should be held with interest groups, or even with Albanian architects. But as usually happens in our country, no one asks questions and acts on their own.
But, in case the officials of this corporation that only makes paper haven't read it, the Congress Palace was designed and built in the 80s. Its construction works began in 1982 and were completed in 1986, four years later. The construction of the building is inspired by the traditional buildings of Gjirokastra, Berat and the tower of northern Albania.
Its exterior has been well preserved over the years, remaining in harmony with the Archaeological Museum, the National Stadium "Qemal Stafa" and other surrounding buildings. The Congress Palace is 70 meters long and 18-23 meters high. The main hall has a capacity of 2100 seats. This palace was designed so that the conversion of the hall from a meeting room to a concert room could be easily designed. The palace also has 3 smaller halls with a capacity of 150, 280 and 300 seats, designed as working spaces for meetings, gatherings, forums or other events like these.
A few weeks ago, Prime Minister Edi Rama presented the “Tirana Moons” project, which will be located in the center of Mother Teresa Square. But more than that installation, more important was the speech about the alienation of the Palace of Congresses.
"The Albanian Investment Corporation will also announce the competition for the reinvention, we can say, if I may use this word, the requalification, - Frida says it better - of the Congress Palace, with the same formula as with the stadium where we will gain a transformed, renovated Congress Palace and we will definitely see how they will present themselves and which will be the best project," said Rama.
According to him, an international competition will be held and underground parking will also be built.
In parallel with the Congress Palace project, the Corporation has announced that it will soon open the auction for the alienation and demolition of the "Asllan Rusi" Sports Palace in Tirana. In place of that property, towers and ultimately a sports palace will be built.
This project has advanced, after a decision of the Municipal Council was also approved, which gave the green light to the Corporation to develop the current property, of the type of land and building, with a total area of ??14,094.58 m2, of this 5040 m2 building, owned by the "Sports Center".
