A fierce battle between some influential names in politics and business is expected to take place to alienate one of the most coveted properties in Albania; the buildings and territory of the Government Villas at Uji i Ftohtë in Vlora. A few months ago, VoxNews investigated a sudden decision by the Albanian Investment Corporation, which would auction a super estate in Vlora, which has been persistently sought by oligarchs and politicians to alienate.
A few weeks later, the Corporation has qualified 4 out of 5 companies, while the names that will compete seem to be more likely to negotiate than to “compete” with each other. Ardian Kollozi, Alban Xhillari, Behxhet Pacolli have sent satellite companies to compete. The fourth firm is that of the Dulaku brothers, while the only company that did not pass the first round is that of Luan Bregas.
Undoubtedly VIP names, one stronger than the other, with strong political connections and staggering wealth. Names that have previously won contracts or public assets, some with tenders, others investors or even airport builders. It seems that the war will be with influence, where the one who influences up to the highest ranks of politics wins. Or it could even be a "clique" on the eve of elections, but this remains to be seen.

According to documents available to VoxNews, the Albanian Investment Corporation has qualified firms in the project "for the reconceptualization of government residences into elite accommodation structures, Vila Vlorë".
The document clarifies that the applicants, who have submitted applications in the first phase of the procedure, are the company "Blu Horizont 2005" shpk. It is learned that the company is owned with 100% of the shares by Endi Kollozi, son of Ardian Kollozi, former DP MP, director of ALUIZNI in Vlora and now a big businessman. It remains to be seen how Kollozi will rank in this auction, could it be a choice point?!

Kollozi was also the chairman of the Vlora PD and often received permission from Rama for mansions in Vlora, even in the highly sought-after Lungomare area. He is now looking for a large "lot" in Uji i Ftohtë.
Meanwhile, he has to compete with the company "Soleil and Sea" shpk, a company owned by Endri Mingollari with 90% and Ardit Bajraktari with 10%. It is learned that the company operates in Jalë, while it has also gained the status of Strategic Investor, while behind this company stands one of the most favored businessmen by the majority, Alban Xhillari. The latter has been "amended" several times for the robbery of properties on the coast, while he has also put the state in line, which builds roads, brings drinking water and builds sewage channels in the complex.

The third qualified company is the merger of the entities “2A Group”, “Practica Arquitectura y Urbanismo SLP”, “Barclay Crousse”, “Tharm Architects”, Brand
Company “Swiss Diamond Group SA”. The 2A firm is owned by Valon Ademi, a satellite firm of Behxhet Pacolli. Ademi is working alongside Mabetex at the Vlora Airport, while he is a very strong candidate to take over the Government Villas in Vlora. Ademi has also been the Honorary Consul of Albania in Kosovo, while he has a “strong friend” to win this “battle”.
The fourth qualified entity is the merger of the companies “Edil-Al-IT” shpk & “Zdrava”. The first company is owned by the Dulaku brothers, who operate in television, construction and tourism. They operate with construction in Lalzi Bay, in Vlora or even in Saranda.
The only company that did not pass the first phase is “SARA-EL” shpk, “Palace Hotel SPA” shpk and “ALL GLLAS” shpk. The company SARA-EL is owned by Mr. Luan Bregasi.

These companies, in addition to the buildings and territory, also intend to take the beach. A few days before these companies qualified, the Corporation made a clarification. One of the operators asked; To know and to provide information to Brand, these structures will have their own use of the beach and how much will this surface be?
The explanation was that the answer to this question will be based on the Albanian tourism legislation in force. "For this, we can communicate with the MTM, after selecting the winner, to get a more detailed answer," was the response, while confirming that the beach area will also be transferred to the private sector.

But what will the private sector manage? In January 2025, VoxNews revealed documents, which stated that the premises in that residence are used very rarely, turning into underutilized assets that offer an excellent opportunity for transformation and economic development.
"The properties where this project will be developed are the government residence 'Villa no. 2' with a surface area of ??1,126 m2. 'Villa no. 6' with a building surface area of ??332.48 m2 and 'Villa no. 9' with a surface area of ??186.18 m2," the documents state.
VoxNews learned that the Corporation writes that the Uji i Ftohtë area in Vlora is a region of particular natural and historical importance in Albania and is unexploited. “This project offers an opportunity to combine the preservation of the heritage of the use of these residences with the adoption of the most advanced standards of hospitality and management of luxury spaces,” is the justification of this agency.
It is further clarified that the area of ??the competition is 1,644.7 m2, where the residence is 6 km from Vlora and 190 from Tirana. In those premises, 5-star hotels will be built, alienating one of the next assets, the coveted property within the government residences of Uji Ftohtë in Vlora.
