Two years ago, Prime Minister Edi Rama invited Lushnja businessman Agim Xhindoli, a local entrepreneur until then who worked in stone and marble, to his podcast. At that time, Xhindoli told his story, from emigrating to Italy, to coming to Albania and being described by everyone as a “democrat.”

But, since that interview, the doors of state institutions have opened to Xindol as if by "magic", although he was labeled by the prime minister as a "right-wing businessman". Rama said that Xindol gained sympathy when he opened the door to business to the left-wing prime minister, while since then it is Rama who has opened "all the doors" to Xindol.

From a local businessman who lived and worked in Lushnje, Xhindoli suddenly started winning tenders for zero sums and acquiring huge properties in Saranda and Lushnje for photovoltaic parks. And, on the permit documents from the National Council of Territory and Water is the signature of Prime Minister Rama himself.

A week after the interview with Rama, according to VoxNews, the Council of Ministers approved the permit for the photovoltaic park of the company "5GX ENERGY" owned 90% by Agim Xhindoli. The decision was taken on May 4, 2023, as it was decided "to approve the construction of the photovoltaic power generation plant and auxiliary works, which is not the subject of the concession, in the cadastral area no. 1020, Allprenaj village, Golem Administrative Unit, Lushnje Municipality, by the company '5GX ENERGY', sh.pk" this VKM states.

According to it, it was decided that the installed capacity will be 10 MW and the deadline for commissioning and obtaining a construction permit will be within 36 months. The term of use is 49 years from the entry into force of this decision.

But, did this firm have land on this date?!

The VKM states that the coordinates of the land were according to Annex 1, which is attached to this decision. However, in reality, the Municipality of Lushnja had not yet given the property.

The formalities following Xhindol's interview were followed by the actions of a number of institutions. Following the VKM, the Municipality of Lushnja, according to VoxNews, formally opened a notice for the "lease" of several properties located in the village of Allprenaj, Golem Administrative Unit, in Lushnja.

According to her, the land was approximately 4,749 ha. "The lease of barren lands, in use by the Municipality of Lushnje, is carried out for the purpose of producing renewable electricity, by installing photovoltaic panels. The competition will take place on 08.06.2023, at 11.00, in the Municipality of Lushnje. The initial rental price for the start of the competition, to be 6,000 lek per hectare per year," the announcement said.

On June 8, the auction was held and on June 19, the winner of the formal open auction was announced by the Municipality of Lushnja.

Winner? Naturally, Agim Xhindoli's "5GX ENERGY" company, which was the only bid in this auction. The company's bid was 28,968 lek/ha.

A mobilization of the entire state, the central and local apparatus, just to fulfill the whims of Prime Minister Edi Rama, who, after interviewing him for a few minutes, opened the doors of the state.

Meanwhile, the same protagonists of the podcast from late April 2023 were "reunited" on October 4, 2023. But this time, Prime Minister Edi Rama as chairman of the National Council for Territory and Water and Agim Xhindoli, as owner of the company "5GX Energy". Rama himself signed again for the approval of the construction permit, where this time the surface area was doubled.

In the attached map, the area increased to a full 123 thousand square meters, while the municipality only gave it 4.7 hectares. The company expanded, while in the photo it seems that it has also started the installation and is ready to produce energy.

A year after the Municipality of Lushnja approved the formal auction, Mayor Eriselda Sefa went on a "walk" with businessman Agim Xhindoli. On November 7, 2024, Sefa would advertise this walk on social media.

"Together with the well-known entrepreneur of our city, Agim Xhindoli, we saw up close the rehabilitation of the sidewalks on 'Ferit Vokopola' street, 480 meters long and 2 meters wide on both sides. The works carried out by the 5GX Energy Sh.PK Company were carried out in unification of the project for the rehabilitation of the city's stream. The investment was carried out in implementation of the infrastructure permit obtained by this Company, but apart from the contractual obligation, I would like to highlight the social responsibility of Mr. Xhindoli to contribute with his enterprise with several initiatives in function of public infrastructure," Sefa, who already has the "preferred" firm, would declare.
