The Albanian Investment Corporation has qualified 3 companies for the alienation of government villas in Velipojë. Three strong firms, with people with connections up to the top of the government, will "clash" for another coveted property.

Two of the names are also those who are competing for Villa in Vlora, like Valon Ademi who is backed by Behxhet Pacolli. The other names are Endri Mingollari and Ardit Bajraktari, owned by "Soleil" who are backed by Alban Xhillari.

But the most controversial name in Velipojë is that of Agron Çela. The company owned by his wife, Belma Çela, will compete for the residence. Çela was a former LSI MP and has now switched to the SP.

The above document, provided by VoxNews, is the qualification notice for the contract "reconceptualization of government residences into elite accommodation structures, Vila Velipojë".

In the first phase, the company "Soleil and Sea" qualified, a firm owned by Endri Mingollari with 90% and Ardit Bajraktari with 10%. It is learned that the firm operates in Jalë, while it has also obtained the status of Strategic Investor, while behind this firm is one of the businessmen most favored by the majority, Alban Xhillari.

The second is a merger of entities, headed by the company “2A Group shpk”. The company is owned by Valon Ademi, who is currently working together with Pacolli on the construction of the Vlora Airport. Ademi has also been the Honorary Consul of Albania in Kosovo.

A very strong competitor of Xhillari and Pacolli in Velipojë is undoubtedly the third company, “Xhenis shpk”. The company is 100% owned by Belma Çela, who is the wife of Agron Çela, a former LSI MP, who has already switched to the SP. The Çela family owns several luxury hotels in Shkodër and Velipojë, where it is now also targeting the Government Villa. In the May 11 elections, Agron Çela’s daughter is on the safe list of the SP in Shkodër.

A few weeks ago, VoxNews published an investigation titled: “Enver Hoxha's 8,100 m2 villa in Velipojë will be given to oligarchs as a hotel.” In that article, our editorial team asked whether this was perhaps a “gift” from Rama to the oligarchs of Shkodra?

Considering the competitors, I don't think this is just another one.

But what will private individuals get in Velipojë? The documents state that the Government Villa in Velipojë has an area of ??8,100 m2, which will be converted into a boutique hotel. The scheme is similar to the residences in Vlora, where government officials will keep some suites and the rest will be managed by private individuals.
