Another scandal has involved the Albanian Development Fund, in one of the useless projects it is undertaking across the country. After the tallava, several parks where children do not play, or a private zip line for businessmen, it is now time to build several structures for festivals.
Through two separate procedures, the ADF has allocated around 4.7 million euros for the “Festivals and Creative Industry Pole” in Drenova, Korça. The winner of the large tender, worth 3.3 million euros, has been announced, while the second procedure worth around 1.4 million euros has been cancelled.
But, Dritan Agolli of the Fund himself admits that in the second tender there were "major errors in the documents". He even writes that the Cadastre has responded and some plots have ownership problems. But if there are ownership problems, how did the first tender become so high? And worse yet, why did he continue with the second procedure?
It seems that money is not a problem for the Fund, which allocates millions of euros week after week, with highly questionable procedures and in favor of oligarchs and politicians. There have even been accusations that Agolli has awarded tenders to several businessmen in favor of family members, cases that have been continuously denounced by VoxNews.

The above document, obtained by VoxNews, was published in the Public Procurement Agency by the ADF, where it announces that it has canceled the tender with the object of "improving local and urban transport with interventions in roads and sidewalks". It concerns lot 6 with the object of "construction of buildings and a park for festivals and creative industries" in Drenova, Korça, infrastructure 1.
The procedure fund was 134,660,922 lek excluding VAT, while the financing of this facility is foreseen in the budget programs for the period 2025-2027. The reasons for the cancellation, says the Fund, are because "it is found that the tender documents contain significant errors or deficiencies."
Additional information was also provided, stating that "according to official information from the Cadastral institution on the legal status of several parcels affected by the investment, the current project needs review."
But how was the project done without first receiving an assessment from the Cadastre? Who did the project and is anyone responsible? So far, millions of lek have been spent on projects, documents and field observations. Who is responsible? Now the documents will have to be done from scratch, where more money will be paid!

But if the last procedure was canceled, the Fund has moved forward with another tender in that area. The question that naturally arises is whether the documents are in order? It is about the same place, in Drenova, where in one tender there are ownership problems and in another tender the winner is announced.

A few days ago, the winner of the large tender was announced as the company "DION-AL" with the supporting entity "ARKIMADE". The same procedure, "construction of buildings and the park of the "Festivals and Creative Industry Pole" Drenova, Korça. The winning companies offered 232 million lek, while there were also lower offers but they were disqualified.
The Fund has also rushed to sign contracts with these entities, where work is expected to begin. There are strong suspicions that the value of the canceled tender was also destined to go to these firms. It seems that Agolli's decision-making was conditioned by the "preference" for the firm that won the large tender.
