Wiretapping with negotiations, the General Prosecutor's Office gives millions without competition to the Italian firm for system maintenance

Several institutions have entered into a "competition" to see who eavesdrops the most, from the BKH, SPAK, the State Police, the Republic Guard, and even the General Prosecutor's Office. All of these institutions have equipment and systems that can eavesdrop on anyone, while recently everything has been "liberalized", when previously eavesdropping was carried out with court decisions.

One of the institutions that has a genuine wiretapping system is the General Prosecutor's Office, where several investigators are stationed on the top floor of the building in the 9-story area. At various time intervals, the central prosecution body holds tenders for systems and maintenance.

According to documents researched by VoxNews , the procedures carried out in 2022 and 2025 were carried out only through negotiations with the private firm. So, the allocated money went to an Italian firm, without a proper competition being opened. The firm "IPS", in just 2 procedures, received a full 1.1 million euros.

According to the above document, the central prosecution body has formally announced the winner of a maintenance procedure, while the money has been awarded to the Italian firm "IPS", headquartered in the city of Rome, Italy.

The procurement procedure is “by negotiation, without prior publication of a contract notice”, which means that prosecutors only negotiated the price that the Italian firm wanted. The subject of the contract is “maintenance of the interception system, equipment renewal, installation, implementation” for the General Prosecutor’s Office with a three-year term.

Given the procedure, this is not a tender but a cash award. Or more precisely, the Italian firm has requested a full 660 thousand euros for maintenance.

The same procedure, according to documents available to VoxNews , was carried out in 2022. Again with "negotiation, without prior publication of the contract notice".

The object 3 years ago was "maintenance of the electronic communications interception system" for the General Prosecutor's Office, again with a time limit of 3 years. The same winner, the firm "IPS" SpA from Italy. The value it received at that time was 435 thousand euros.

If we compare the value of this year with that of 2022, it turns out that this current one is a full 225 thousand euros more. Or over 30% more than the current one. The negotiations for the last contract seem not to have been very profitable for the central prosecution body, as they have "lost" a large amount.
