A few days ago, Vox News reported that two powerful firms with strong political connections were competing with each other for the 40-story tower on state property. A completely private investment, where the state receives a percentage of the construction in exchange for the land. But both firms that qualified and had interest, such as Arbër Abazi and the Dulaku brothers, have suddenly withdrawn, "forcing" the Corporation to re-advertise.

There are two possibilities; either the two firms are really not interested or they are trying to "negotiate" to benefit from as much construction as possible. The area where the 40-story building will be built is near the December 21 area, where the Property Agency, IKMT, or even part of the Construction Engineering building are located today. An initiative of the so-called Albanian Investment Corporation, which is trying to alienate Tirana's historic and iconic buildings and transfer them to private ownership.

According to the announcement (above), the Corporation writes that it is about the construction and management of the Albanian Cadastre building, through the “LIFT Tower” venture.

"This notice communicates to you the Corporation's decision to cancel the competitive procedure launched on November 20, 2024 for the selection of a Private Partner for the implementation of the contract 'development through venture of LIFT Tower'. The reason for the cancellation is: none of the invited applicants submitted a bid for Phase II of the procedure within the deadline for submission of bids set out in the Invitation to Bid," the document states.

On April 17, 2025, Vox News denounced another project of the Albanian Investment Corporation titled; "Sadri Abazi's nephew and the Dulaks in 'competition' for the 40-story tower on public property on December 21 in Tirana."

Our editorial team researched several documents, where before announcing the winner, the Albanian Investment Corporation held a pre-qualification explanatory meeting for "LIFT Tower".

"We are talking about several towers in the December 21 area, in the place where the Property Management Agency or the National Inspectorate for Territorial Protection is currently located. Also, part of the project is also a part of the Civil Engineering. The meeting was attended by representatives of the interested applicants, the company 'EDIL AL IT' shpk and the company 'Alko Impex' shpk", reported Vox News.

What was read from this document was Arbër Abazi's "transition" to multi-story buildings, as he wanted to move from the dirty but profitable cleaning business to the construction business. Even on state property.

"If until now it has won tenders in cleaning, but also in reconstructions and paving of squares, now the Abazes will move on to the towers, where all the builders have found 'paradise', with guaranteed profits, due to the increase in the price per square meter," the article said.

The two firms asked at that meeting if the project could be changed, while the Corporation wrote that “yes, at this stage only the concept-idea is made available to you, which will be negotiated with the winning entity, the project will be analyzed and detailed”. The next and most specific question of the firms was how the Corporation's share of LIFT Tower can be evaluated in monetary value. “The calculation in monetary value is made according to VKM 137, amended in 2024. These projects are being developed due to public interest”, the response said.

What will happen in that place?

It is learned that the Corporation will re-publish that project. According to the documents, a 40-story building will be built on December 21. The project is being implemented through a partnership model. It is expected that the Cadastre will receive a percentage of the construction, while the rest will be given to the private sector. So, for a 40-story tower, where thousands of square meters will be built, where the price in that area is going up to 3 thousand euros per m2, the state is expected to receive only those square meters that the Cadastre currently has. Or something less or more, where it is not yet known which officials will negotiate.
