A firm from the village of Bishqethem has won a lucrative tender for the reconstruction of the Lushnje Hospital. There are strong suspicions that the entire procedure was predetermined, as out of 12 firms, 11 were disqualified, giving the entire amount to this firm, which has recently been favored in other procedures outside the city of Lushnje.

There are suspicions that behind the brothers Aldi and Anea Llazi, who each own 50% of the shares of the company "LLAZO", there are also politicians with strong connections in the Fier region or even in the government. These connections have helped them easily earn public money, even with very dubious procedures, although SPAK has also investigated.

But, to disqualify all the other bids, which were quite a few from large firms, and to award the tender to this firm, means that these connections have made the firm "untouchable." In fact, in recent years it has received tens to hundreds of millions of euros from the state budget, mainly for construction work.

On April 25, 2025, according to documents researched by VoxNews, the Centralized Purchasing Operator announced the firm “Llazo” as the winner of the 2.5 million euro tender for the renovation of the Lushnja Hospital. The firm, headquartered in Bishqethem, on Këmishtajt Street in Lushnja, will carry out 89% of the works, while it has as a partner with 11% of the works the firm “METEO” from Elbasan. These firms also have a supporting entity, the firm “IMPACT”, from Tirana.

The object of the tender was "reconstruction of the Central Building of Lushnje Hospital", with a deadline of 13 months according to the works schedule. As many as 12 companies competed, with different offers. The first BOE "AIDA" and "PEPA GROUP" offered 259 million lek, "COLOMBO" and "AGI KONS" 284 million, or even "ALB TIEFBAU" which offered 239 million lek.

The firm "ED CONSTRUCTION" offered 326 million, "BE-IS" 278 million, or even "KEVIN CONSTRUCTION" which was together with Arbër Abazi's "ALKO IMPEX" which offered 276 million lekë.

The 7th company in the competition was “ULZA” with a bid of 326 million, “ALBA KONSTRUKSION” with a value of 226 million and the 9th company in the competition was “LLAZO” with a value of 261 million. If we look at the names of the companies, they are the ones that always win construction tenders. In fact, some of these companies have offered many times less than the winners.

The firm "GPG COMPANY" also had an offer, which was together with "SENKA" or "4 AM" worth 244 million. The 11th firm was "DESARET COMPANY" worth 243 million and the last one was "Frontier Construction" worth 0 lek!
