The buildings and garrison of the Guard, which has operated in that place since the time of the Italians, is being transformed day by day into a huge construction site, where permits are granted and changed according to the appetite of one or the other party.

Even the studies of the entire area are being changed, as the permit was initially for 14 floors and has now gone up to 41 floors. With sudden decisions by the entire chain, the property was initially exchanged and then with questionable decisions the permit was changed. According to documents researched by VoxNews, the National Territorial Council, on December 24, 2024, decided "to approve the construction permit for the building with hotel function 'Nova Hotel Five Star', offices, services and housing 35 floors above ground and 6 floors underground located in the Municipality of Tirana".

The decision determines that the project has a total area of ??45,400 square meters, which is distributed among different functions to support the needs of the users and to optimize the use of the spaces. The building is dedicated to 3 main functions; office, residential and hotel. “Each function is organized in order to provide optimal conditions for the respective activities, suggesting a satisfactory experience for the users,” the decision states.

KKTU has determined that the offices are distributed on one side of the building and extend from floor 0 to floor 16. This sector includes an area of ??8,000 m2.

Then there are the spaces for the hotel which is also distributed on one side of the building and extends from floor 0 to floor 16. This sector has an area of ??2,650 m2.

Then there are the residential spaces that are developed above the 18th floor and extend over an area of ??20,350 m2. "There will be a total of 6 underground floors that are dedicated to parking and technical facilities," the decision states.

The construction company of this project has changed hands several times, where until 2008, the shareholder was also Mr. Arben Pëllumbi, a member of parliament for the Socialist Party and recently declared a strategic investor by the government.

It is called Ferro Beton Construction Co and is owned by Mr. Ilir Shtufi and Mark Luli.

So, where will the 41-story tower be built? According to the documents, the tower will be built on former state property in the former Republic Guard. The papers state that the current owners are Mr. Ilir Shtufi and Mrs. Aida Dushku.

These documents, researched by VoxNews, state that the project aims to break down barriers and create an organic connection between the city and the park. “By extending beyond the current boundaries of the Guard and a private property, a space of approximately 45,000 m2 will be created that will be fully accessible to the public. This will offer citizens a new opportunity to engage with nature and to see open and green spaces including new infrastructure parks and public facilities,” these documents usually state.

On September 23, 2020, the government adopted a decision number 763 to exchange an area of ??state property "Guard of the Republic, Garrison" with a property at the entrance to the Park.

Several years ago, former Democratic Party candidate for Tirana Mayor, Belind Këlliçi, denounced construction on the territory of the Republic Guard. He said that a decision was made to build a 14-story building with disputed permits.

But, time passed and the number 14 was turned the other way, making the building a full 41 stories. Studies were changed and new projects were made, with the aim of making the next building as tall as possible. Even on a former state territory and at the entrance to the Artificial Lake Park.
