The Special Prosecutor, Klodian Braho resigned from the part of the incinerators file after the public leaked the evidence accusing him of trying not to include Arben Ahmetaj in the investigation with the procedural actions and the collection of evidence.

Ahmetaj's name is currently included in file 277 fraction 1, which after Braho's resignation was taken over by the head of SPAK, Altin Dumani and the other special prosecutor, Enkeleda Millonai.

Braho was accused of not taking as evidence the invoices with the hotel payments of Arben Ahmetaj from Klodian Zoto, even though they were in the same electronic devices that were seized from the latter.

Duman included it as evidence, and even took the investigation further by seizing a phone of the former minister. But, if in procedural actions the head of SPAK did everything that his subordinate Klodian Braho did not do, in terms of content neither Dumani changes much in the rest of the file.

In the same file, the head of SPAK, a well-versed in the law, speaks like Klodian Braho about "actual owner", a terminology that does not exist in Albanian law.

Also, the joining of Ahmetaj's investigation file in file 277 fraction 1 of the incinerators case serves firstly as a cover for the violations and diversion of investigations by Klodian Brahos and secondly as a cushion for the accusations brought against Ahmetaj, at least in the eyes of the public.
