The police and the prosecutor's office are also suspected of not having acted after the Maya tribe's denunciation regarding the quarry, not verifying whether or not there is a license, or whether the technical conditions for exercising the activity according to the license granted have been implemented on the ground.

According to the sources, the verifications were formally made after the video was published where Jashar and Bilbil Maja are beaten with baseball bats. From these verifications, the usage permit has resulted in the name of the company Delia Group with sole owner Viktor Delian.

The police do not clarify what is the connection of Përparim Rraja with this quarry, as long as he does not appear officially with any document related to the company in question.

Likewise, the exploitation permit granted by the National Agency of Natural Resources forbids the use of explosives, while on the ground the space for exercising the activity has not been respected either, since the spot of exploitation has come out of the map approved by AKBN.
