A suspicious tender of 4.5 million euros from the Municipality of Lushnja

The Municipality of Lushnja has announced the winner of the tender for the construction of the water supply network of several villages, disqualifying the four cheapest offers in the competition. The procurement procedure, which had a limit fund of 4.7 billion lek (about 4.5 million euros), ended with the selection of an operator who offered almost the maximum value of the budget, despite the fact that there were proposals on the table with large economic differences.

The project, which theoretically aims to improve the drinking water supply system within 18 months in the villages of Zhamë, Gramsh, Konjat, Dushk and Thanasaj, has resembled more of a formal procedure than an open commercial competition. Out of 9 companies that expressed interest, the tender commission disqualified 8 of them, leaving the bid of the joint venture of operators "ARKONSTUDIO & ED KONSTRUKSION" in force. The winners received the green light with a bid of 93.6% of the limit fund, confirming a now well-known practice of tenders, where the one that comes closest to the budget ceiling wins.

The irony lies in the staggering differences in the money that the municipality refused to save from the pockets of citizens. Four of the disqualified operators offered prices that prove that the water supply network could be built without the need for maximum expenses. The union of operators "NDREGJONI - UDHA - NIKA" asked for 1.2 million euros less than the selected winner; the companies "LLAZO - VIBTIS" were 679 thousand euros cheaper; "LIQENI VII - SARDO - IDEAL CONSTRUCTION AND PROJECTION" asked for 463 thousand euros less, while "AGI KONS - COLOMBO" asked for 289 thousand euros less.

In the end, what remains of this procedure is a maximum bill for the citizens' budget and a big question mark over the transparency of the competition. While the official argument remains that of "failure to meet technical criteria", the mass disqualification of much cheaper offers leaves the taste of a formal process where the winner was predetermined. It now remains for the justice authorities to clarify whether this procurement was a real competition, or simply another scheme to spend public funds to the last penny. (VNA.al)
