In a communication dated May 23, 2021 on the "Signal Private Messenger" application, Belinda Balluku writes to Evis Berberi and inquires about the Llogara tender after the cancellation of the first one. She inquires when the tender will be reopened.

"On 23.05.2021, at 11:30, citizen Belinda Balluku sends citizen Evis Berberi the message: "When will you open the account that I cracked". At 22:52-22:56, Evis Berberi: "When will Reida approve the new DST formality in accordance with the changes in the VKM. That our version has no DST type. Arla has not said anything to you because I told her 10 days ago that we cannot publish anything without DST. But as far as I know, the VKM has not been approved either," the file reads.

Five days later, Balluku wrote to Berber again, this time to give him the news that he would be appointed head of the Albanian Road Authority.

“On 28.05.202 1, at 15:03, citizen Belinda Balluku sends citizen Evis Berberi the message: "Dear Visi, our relationship has gone through ups and downs many times, but the important thing is that I consider you one of the closest people. Unlike other times, this time I am giving you something on which my future, yours and many others around us depend. In case I fail in this new task, I assure you that it would be a big blow for me and the failure has to do with work, deadlines and even relationships with people and the words that will circulate. I want you to take it very seriously, I want you to reflect and from Monday there will be a new stage in your professional life. Hermeticism, no meetings, no promises, to be present at every construction site, not to make decisions without consultation. Don't disappoint me! Make me happy, as soon as you get the appointment". At 15:03, Evis Berberi: "Thank you. You have always appreciated me more than I have had the opportunity to return it. I will not disappoint, I swear.".

In relation to the above communication, SPAK highlights the fact that on May 31, 2021, Berberi was appointed to the position of General Director of the Albanian Road Authority.
