Two members of the Tirana Traffic Police Directorate were arrested today by SPAK, after having committed the criminal offenses of "Active corruption of persons exercising public functions", "Exercising illegal influence over persons exercising public functions" and "Misuse of task".

SPAK announces that it is about the citizen investigation EP, with the position of Head of the Section for Economic Services and Personnel, at the Regional Police Station of Tirana and AL, with the position of Service Troop Nd/Specialist at the Section of Prevention and Security on Lines outside the city, at the Station of the Tirana Traffic Police.

The two members of the Traffic Police were arrested after, in a period of several months, they promised and assured different citizens, directly or among other persons, that in exchange for irregular monetary benefits, they would return their driving licenses suspended according to sanctions of the Road Code of the Republic of Albania, which were administered in the OASH Registry Office.

1. EP, suspected of the criminal offense "Exercising illegal influence on persons exercising public functions", provided by article 245/1 paragraph 4 of the Criminal Code.

2. AL, suspected of the criminal offense "Exercising illegal influence on persons exercising public functions", provided by article 245/1 paragraph 4 of the Criminal Code.

SPAK notice: 

The Special Prosecutor's Office against Corruption and Organized Crime in cooperation with the National Bureau of Investigation and the Police Surveillance Agency, the Tirana Regional Directorate have conducted investigations within the framework of criminal proceedings no. 202 of 2022, for the criminal offenses "Active corruption of persons exercising public functions", "Exercising illegal influence on persons exercising public functions" and "Abuse of duty", provided by articles 259/2, 245/1/4 and 248 of the Criminal Code.

In the function of the investigations of this criminal proceeding, special investigation tools and methods were used, alternating these with the traditional investigation tools or methods.

Në analizë të veprimeve hetimore të kryera deri në këtë moment, ekziston dyshimi i arsyeshëm i bazuar në prova se shtetasi nën hetim E. P., me detyrë Shef Seksioni për Shërbimet Ekonomike dhe Personelin, në Komisariatin Rajonal të Policisë Rrugore Tiranë dhe shtetasi nën hetim A. L., me detyrë Trupë Shërbimi Nd/Specialist pranë Seksionit të Parandalimit dhe Sigurisë në Linjat jashtë qytetit, në Komisariatin e Policisë Rrugore Tiranë, kanë konsumuar elementë të veprës penale të “Ushtrimi i ndikimit të paligjshëm ndaj personave që ushtrojnë funksione publike”, paragrafi 4, pasi në një periudhë kohore disa mujore, kanë premtuar dhe siguruar qytetarë të ndryshëm, drejtpërdrejt apo mes personave të tjerë, që kundrejt përfitimeve monetare të parregullta, do tju kthenin para afatit të pezullimit lejet e drejtimit të pezulluara sipas sanksioneve të Kodit Rrugor të Republikës së Shqipërisë, që administroheshin në Zyrën e Kartotekës së OASH.

Me kërkesë të Prokurorisë, Gjykata e Posaçme e Shkallës së Parë Për Korrupsionin dhe Krimin e Organizuar me vendimin nr.12 datë 16.02.2023 ka caktuar masat e sigurimit “arrest në burg” për shtetasit:

1.E. P., i dyshuar për veprën penale “Ushtrimi i ndikimit të paligjshëm ndaj personave që ushtrojnë funksione publike”, parashikuar nga neni 245/1 paragrafi 4 i Kodit Penal.

2.A. L., i dyshuar për veprën penale “Ushtrimi i ndikimit të paligjshëm ndaj personave që ushtrojnë funksione publike”, parashikuar nga neni 245/1 paragrafi 4 i Kodit Penal.

Në datën 16.02.2023, Agjencinë e Mbikëqyrjes Policore, Drejtoria Rajonale Tiranë ka ekzekutuar masat e sigurimit të caktuara me vendimin nr.12 datë 16.02.2023 të Gjykatës së Posaçme të Shkallës së Parë Për Korrupsionin dhe Krimin e Organizuar.
