
A project by the Albanian Investment Corporation, initiated by a decision of the Council of Ministers, paves the way for resorts and construction in the southernmost tip of Albania, the village of Vrine in Konispol. This village is known for its vast fields, which extend to the borders of Butrint Park, the Ali Pasha Castle and the border with Greece.
For some time now, verifications of the property status in that area have begun, to then pave the way for construction. Or rather, private and state property will be given to private firms where the state will take a percentage of the construction. It seems like a real extortion scheme, where the government will take the property from the residents of the area, then design the construction and announce it at auction.
The same thing has happened with other state properties, in Tirana or even in coastal areas. It seems like a pure theft, or worse, the transformation of a huge state asset. The location of the village of Vrinë is at the far end of Albania, where "the map ends", while the most coveted area is the one by the Ionian Sea.
VoxNews reviewed announcements made by the Albanian Investment Corporation, which says that a few weeks ago it launched a verification of properties in the village of Vrinë, Konispol.
The corporation is justified in carrying out these verifications based on a Council Decision, dated November 20, 2024. The purpose of the Decision is "to authorize the Albanian Investment Corporation to coordinate the process of identifying state property of interest for implementing investment projects in the village of Vrinë, Konispol Municipality."
"The Albanian Investment Corporation has been tasked with identifying and developing state-owned properties with investment potential in the area of ??the village of Vrinë, Konispol Municipality. This commitment represents a concrete step towards promoting the economic and urban development of areas with untapped assets," the announcement states. According to it, the Corporation has several key tasks such as consolidating state-owned property.
"In cooperation with the State Cadastre Agency and local government units, the Albanian Investment Corporation will coordinate the verification of property rights, the precise determination of property boundaries and the priority completion of their registration in official registers," is among the tasks.
Another is negotiations with private entities. "The corporation will conduct negotiations with private parties that have legal ties to the properties in question, with the aim of clarifying the legal status and clearly defining the state share," the announcement reads.
The third task, after the first two have been completed, is the drafting of the master plan. “In cooperation with the National Territorial Planning Agency (AKPT), KSI will draft a development master plan for the entire area, ensuring an integrated and sustainable urban approach. The costs for this process will be covered by the KSI budget,” the announcement states.
But then comes the task of developing the property project. "Also, in coordination with the AKPT, a concrete development project will be prepared for state property in this area, defining the main investment directions and the functionality of future structures. This integrated process aims not only to activate dormant state assets, but also to create a sustainable development model for areas with high economic potential, laying the foundations for new investments and long-term well-being for the local community," the announcement concludes.
Four tasks that have a common denominator: the alienation of state property, to then give it to private firms and oligarchs.
Our editorial team also reviewed the Council of Ministers' Decision that paves the way for the alienation of properties in the village of Vrinë, in Konispol. The decision authorizes the Corporation to coordinate with state institutions and local self-government units involved in issues of ownership or administration of these properties for the provision and exchange of information or documentation required in relation to property rights, which is necessary for a reflection of the ownership situation, a more precise determination of the boundaries of the area and the priority completion of the property registration process in the real estate registers.
The goal is to draft a master plan for the development of the area in which state properties are located.
What property will be given to the private sector?!
VoxNews did a simple search on the Internet, where the village of Vrine is at the far end of Albania. It is a huge field, adjacent to the Butrint Park and adjacent to the Ali Pasha Castle. If the huge fields are to be divided by law 7501, the target of the privateers will be the coastal area, on the border with Greece. There are several small peninsulas, several beaches and the farthest island of Albania, Tongo.
The entire area is opposite the island of Corfu, and even the city of the same name in Greece. Could this area be transformed into a resort?!
