One of the most controversial decisions was the permission granted by the Minister of Environment, Mirela Kumbaro, for the construction of the “Manastir Resort”, within the Protected Area of ??the Butrint Park. In a sudden decision, in 2021 Kumbaro very easily signed off on the removal of the Manastir Bay, at the entrance to the Ksamil area, from the protected area, allowing documents to be submitted later.

The project was strongly opposed at the time, with Kumbaro himself saying in an interpellation in the Assembly that "the project is a small point."

But, the "Kumbaro point" keeps expanding and getting bigger.

VoxNews has obtained documents from the KKTU, approved in 2024 but only now revealed. On the maps, it is quite clear that the "dot" has been multiplied, which has led to the entire investment in public property being highly discussed.

According to documents available to VoxNews, in July of last year, the KKTU made a decision numbered 26. The subject was "for the approval of the permit for the approval of the review of the permit conditions during construction for the 'tourist resort 2, 3 and 4 floors above ground and 1, 2, 3 floors underground' facility located in the Municipality of Saranda.

It is learned that the request was from the developer "Manastiri Resort" addressed to the National Territorial Council.

Finally, it decided to approve the revision of the permit conditions, previously approved in June 2021 by the KKT.

In point 2, there is also the map of the layout of the structures approved by decision number 9 of June 10, 2021 of the KKT and is replaced by the map and layout of the structures attached to this decision.

Another point states that the Territorial Development Agency, in cooperation with the Ministry of Tourism and Environment, is responsible for implementing this decision.

But what is seen in this entire project is Kumbaro's willingness to approve it and none of the other institutions has had the courage to oppose it.

VoxNews has obtained photos of the new project, approved in 2024 and just released by the KKTU. Anyone who has passed through Ksamil has seen that the small "dot" of Kumbaro "always grew and expanded, but the documents were never released.
