The AKSHI affair with Ermal Beqiri continues: He gives the Treasury tender to him, even though he offered 1.7 million euros more!

The National Agency for the Information Society has turned into an institution of bigwigs and businessmen, where it "guests" large and favored firms, despite the fact that they offer more in tender procedures. Such is the case with the next procedure, which the VoxNews editorial team has analyzed and researched.

According to the documents, AKSHI has awarded another lucrative tender to Ermal Beqiri, a character made public years ago, in the Meta-Prifti process in the Supreme Court. He then entered information technology firms, where he now owns two of them; Soft & Solution" and "Horizon".

These two firms are the "favorites" of the AKSHI and the director of this institution, Mirlinda Karçanaj. With her signature, Beqiri has received tens of millions of euros, while there are doubts that even the recently opened tenders will pass into his "hands".

According to documents available to VoxNews, the National Agency for the Improvement of the Treasury System (NASHI) has announced the winners of the tender with the objective of "improving the treasury system", with funds from the State Budget, funds foreseen by the beneficiary institution itself. The fund was a full 750 million lek or 7.6 million euros.

The winner was announced as BOE, consisting of the firm "COMMUNICATION PROGRESS" which will provide 51.14% of the service and "HORIZON" which has a percentage of 48.86. It is learned that the implementation value was 540 million and the maintenance value was 209 million lek.

Despite the fact that the documents state that the "most economically advantageous offer based on price" will benefit, the highest offer still won!

The documents specify that the company “MetaSoft360” participated, but did not submit a bid. The company “NAOL” also did not submit a bid. The lowest bid was from BOE “Advanced Business Solution – ABS” and “DATALOG” with a value of 511 million lek.

Meanwhile, BOE “COMMUNICATION PROGRESS” and “HORIZON” offered 679 million lekë, which were surprisingly declared the winners. With a simple comparison, it turns out that the winners offered a full 168 million lekë more than the lowest bid, or about 1.7 million euros. How much money does AKSHI have?!

Then, the disqualification operation began, as the one that offered the least was disqualified because the technical specifications were more suitable for the winners! "ABS shpk and DATALOG would use servers provided by the manufacturer 'Lenovo'. KVO finds that the solution provided by BOE does not comply with the technical specifications required in this procurement procedure, which constitutes a fundamental and foreseeable risk at this stage, for the full implementation of the contract" the documents state.

According to documents that VoxNews researched at the Central Bank, it turns out that the company "COMMUNICATION PROGRESS" is owned by Gentian Likaj and Enkeleidi Zoraqi. Meanwhile, the company "HORIZON" is owned by Mr. Ermal Beqiri.
