Fiks Fare denounced another problem with electricity billing on Monday evening, where a citizen from Berat becomes a debtor in 2026, even though his apartment was demolished by the state itself in 2023.
Jorgo Baci complains to the editorial office of the investigative show that in 2023, the 3-story apartment he had on paper in the village of Moravë in Berat collapsed due to the expansion of the Kuçova Military Airport, which also housed a NATO base.
He says he received compensation of 6 million lek, while the reason he turned to Fiksi is because, at the time of the dismantling of the apartment, in February 2023, OSHEE employees went to him and removed the meter. Until that time, there were no outstanding obligations. Then, he went to the OSHEE offices in Berat and made a request to close the contract, where the document states that "closing the contract due to 'NATO investment' reasons".
Jorgo thought he had paid all his debts and moved on with his life. Then, with the little money from the compensation, his family bought an apartment in the city of Berat. He was going to transfer the electricity contract from the owner of the company to his name. He learned from the employees that he was in debt, precisely for the apartment contract in the village of Moravë! He went several times and was told that the contract had been closed, but not in February 2023, but in November 2023. During these months, he had debts that he had to pay.
He learned from OSHEE in Berat that he could not make any complaints, because the system did not allow it. " So I addressed Fiks Fare, because I could not make any complaints and I could not open a new contract. They held me 'hostage'. What business do I have with those obligations, I destroyed my house and now they tell me you have obligations?! The state has obligations to me and not me to them", he claims, while adding that he has never asked how much the amount is . "Even if it's 1 penny, why do I have to pay it?!" , he claims.
After the complaint, the citizen inquires with customer care in Berat and is told that they have asked the OSHEE directorate in Berat to contact the central offices in Tirana. The employees tell him that, although he has come several times, they cannot provide a solution and that he must pay this obligation.
Together with Jorgo, the Fiks Fare group goes to the OSHEE offices in Berat and meets the sales manager, Kozma Pushi. Kozma makes several phone calls, with his bosses in Berat and Tirana, and finally says that, after much persuasion, they have given the green light for Jorgo to file a complaint and then the amount he owes to be collected.
"It has come several times, we understand the situation and only today, now, they gave me the approval to intervene. We will solve it, but first he will file a complaint and then we will intervene", says Kozmai. Fiksi asked him how it is possible that these obligations have gone, given that he closed the contract in February 2023. He says that, when a contract is closed, there are several steps, customer care offices, the directorate, FSHU, central offices, etc. So, it was bureaucratic actions, extremely delayed, that have brought about this situation!
In the end, the Fiks Fare group, the head of sales at OSHEE and the citizen Jorgo Baci himself, go from the OSHEE directorate to the customer care point, where Jorgo would make the request. After a few minutes, Jorgo leaves the office and thanks the Fiks Fare show for setting these offices in motion. Also, the OSHEE employee told Fiks Fare that now the citizen will take some actions and the new contract will be opened in his name.
