Four construction workers have been arrested by police in Ksamil after they erected several structures without permits on public land.
Police say the investigation identified the 42-year-old with the initials AP as the person who hired them to build the buildings without a permit.
This development comes a day after Prime Minister Edi Rama announced what he called "Renaissance 2.0," a program that he said would protect the coast from encroaching construction and specifically targeted Ksamil for ruining the image of summer tourism.
Police announcement:
Four citizens who were building without a permit on public land in Ksamil are arrested, and another suspect is wanted as the person who hired them.
As part of the work to prevent and crack down on cases of unauthorized construction, especially in coastal areas, the services of the Saranda Police Commissariat have carried out checks in Ksamil, based on information received in operational ways and as a result, on 04.09.2025, on "Riviera" street, Ksamil, the construction of 2 buildings with concrete block construction, unfinished, on public land, without permission from the competent authorities, was found.
Following procedural actions, the following citizens were arrested in flagrante delicto:
EP, 36 years old, RM, 34 years old, MM, 47 years old, and AA, 19 years old, residents of Saranda.
Also, citizen AP, 42 years old, resident of Ksamil, was declared wanted, suspected of being the person who had hired the aforementioned citizens to build without a permit on public land.
The procedural materials were referred to the Prosecutor's Office at the First Instance Court of General Jurisdiction in Saranda, for the criminal offenses of "Illegal Construction" and "Land Occupation".
