The Vlora Prosecution Office has requested the arrest of lawyer Delo Meçani , suspected of the criminal offenses of "Fraud with serious consequences", "Forgery of documents" and "Laundering of proceeds of crime".

The investigation found that the lawyer embezzled 19.2 million lek from SS and EU citizens, using fraud and abusing their trust.

The prosecution requested the measure "prison arrest", but the Vlora Court imposed the security measure "house arrest", which was executed today.

Prosecutor's Office Announcement:

The Prosecutor's Office at the First Instance Court of General Jurisdiction in Vlora requested the arrest of citizen DM, a lawyer at the Chamber of Advocates, for criminal offenses.

“Fraud with serious consequences”, “Forgery of documents” and “Laundering of the proceeds of a criminal offense or criminal activity provided for by articles 143, pg.3, 186 and 287 of the Criminal Code.

Within the framework of the investigations into criminal proceedings no. 1340, dated 24.11.2024, based on the written report of citizens SS and BE and from the entirety of the investigative actions carried out and the evidence administered within the framework of this criminal proceedings, it resulted that there is a reasonable suspicion, based on evidence, that citizen DM has appropriated the property of the victims of the criminal offense SS and B. E, in the amount of 19,200,000 lek (new) by using lies and abusing the trust of the victims, with the aim of unjustly benefiting from monetary values ??and by consuming the elements of the criminal offense "Fraud with serious consequences and more than once", provided for by article 143, p.2 and p.3 of the Criminal Code.

Also, taking into account the movements made in the bank account, where immediately after the transfer of the amount of money to the bank account by the bailiff, the person under investigation transferred a significant portion of it (2,000,000 lek) to the account of citizen EA with the description of installment for the purchase of an apartment, there is sufficient evidence to suspect that the person under investigation has also consumed the elements of the criminal offense provided for by Article 287 of the Criminal Code.

As above, the Prosecutor's Office at the First Instance Court of General Jurisdiction of Vlora on 04.11.2025 addressed the First Instance Court of General Jurisdiction of Vlora with a request to assign the personal security measure "arrest in prison" for citizen DM.

The First Instance Court of General Jurisdiction of Vlora, with decision no. 561, dated 05.11.2025, has imposed the security measure "house arrest" provided for by Article 237 of the Code of Criminal Procedure, a measure which was executed on 06.11.2025.
