The "fake prosecutor" arrested today in Saranda has served two prison terms under his brother's name.

In an operation codenamed "Deceiver", Saranda Police arrested today a 49-year-old man who had been presenting himself as a SPAK prosecutor for months, deceiving citizens, officials and businesses in several cities across the country.

But behind this false name hides a figure known to the justice system: Alban Muço, the fraudster who has built an entire life on forgeries, stolen identities, and sophisticated lies.

Alban Muço's story begins much earlier than today's arrest in Saranda. He is a recurring character in Albanian criminal records, convicted several times for fraud, forgery and embezzlement of state office.

In 2002, the Fier Court sentenced him to 10 years in prison for a series of criminal offenses that included document forgery, financial fraud, and unauthorized wearing of an official uniform.

After his release from prison in 2010, he began a new chapter of fraud — this time, more sophisticated.

In June 2015, Muço applied for a passport and biometric identity card at the civil registry office in Fier, but not under his real name.

He used the personal details of his brother, who had been living in Italy for years.

In early 2016, he was issued a new passport under the name L. Muço, re-appearing before the state as a citizen with no criminal record.

A "brother" who suffered punishments for

In the period 2016–2017, Alban Muço was convicted twice by Albanian courts — once for “fraud” and once for “false reporting” — but in both cases, the name of his innocent brother was registered in his place.

The judicial system did not understand that the person serving the sentence was someone else.

Only after his real brother applied for documents at the Albanian consulate in Milan did the system collide with itself: two identities, two fingerprints, an impostor.

After reporting the company "Aleat Safran", which manages the biometric registry of Albanian passports, the Fier prosecutor's office opened investigations and discovered that for years Alban Muço had served sentences in his brother's name, manipulating the justice system and taking advantage of the status of a "clean" person.

From prisons to the fake "SPAK"

After he was released from prison, Muço did not stop. With his long experience in fraud, he began to exploit citizens' fear and insecurity towards the justice system.

He appeared in Berat in 2024, where he was arrested after presenting himself at the Cadastre offices, claiming to be a SPAK prosecutor.

According to investigations at the time, he demanded sums of money in exchange for interventions to "resolve cases" on behalf of justice structures.

After his arrest, he was charged with "Fraud" and "Using a state title or office," but after a few months he managed to be released again — only to disappear.

Today Alban Muço was arrested in Saranda, where he had built another similar fraud scheme.

In the city, he moved around accompanied by people he introduced as investigators and bodyguards, used cars with tinted windows, and entered public institutions by introducing himself as a SPAK prosecutor.

According to investigative sources, he had created a network of people who thought they were working for justice, while in fact they were carrying out his personal orders.

He would conduct "questioning" of officials suspected of corruption, intimidate them with "investigative files," and then demand money to shut them down.

A system that has been rigged for 20 years

Alban Muço's story is more than the story of a fraud — it is a reflection of a blind system that for two decades failed to recognize the man who was mocking it under its nose.
